16 -- INCORPORATE ECP-423 INTO THE USN E-2C AIRCRAFT SOL N00019-94-G-0028 POC Contact, James E. Funkhouser, Phone (703)604-6100 This is the procurement for the incorporation of ECP-423, the Very High Frequency Omni-Directional Range/ Instrument Landing System, into the USN Reserve E-2C aircraft. The Naval Air Systems Command intends to negotiate this procurement with Northrop Grumman Aerospace Corporation, Bethpage, New York. Northrop Grumman is the designer, developer and sole manufacturer of the E-2C aircraft. Grumman is the only known firm possesing the personnel, facilites, knowledge and experience required to perform this effort within the required time frame.
