synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Supbart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
solicitation only and proposals are being requested and a written
solicitation will not be issued. The solicitation no. W6-84392-F4 is
issued as an Invitation for Bid and incorporated provisions and clauses
that are in effect through Federal Acquisition Circular 90-37. The
standard industrial classification code is 3826, with a small business
standard of 500 employees. Delivery is required within 60 days after
receipt of order. Delivery is FOB Destination to the US Environmental
Protection Agency, 980 College Station Road, Athens GA 30605. Any
interested/qualified sources who can provide the items above must
respond by September 20, 1996 at 2:00 PM, EDST. Bids should be
addressed to US Environmental Protection Agency, 960 College Station
Road, Athens GA 30605. The Government will award a contract resulting
from this solicitation to the responsive/responsible offeror whose
offer conforms to the solicitation and is most price advantageous to
the Government. The following FAR Clauses and provisions apply: FAR
52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2,
Evaluation - Commercial Items, awarded to a responsive and responsible
offer at a fair and reasonable price; FAR 52.212-3, Offeror
Representations and Certifications - Commercial Items; FAR 52.212-4,
contract Terms and Conditions - Commercial Items. The following FAR
clauses in paragraph (b) of FAR 52.212-5, Contract Terms and
Conditions, Required to Implement Statutes or Executive Orders -
Commercial Items, will apply to the resultant contract: 52.222-3,
52.233-3, 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.225-18 and 52.225-21. All offerors must
include a completed copy of FAR 52.212-3 with their response. Because
this is a commercial item, FAR 12.603 3(c)(ii) will be used for
establishing solicitation response time rather than the time
established in Note 22, which, in this instance, is not applicable to
this commercial acquisition. ENERGY DISPERSIVE X-RAY FLUORESCENCE
SPECTROMETER AND DETECTOR requirements: The US Environmental Protection
Agency, Athens, Georgia has a requirement for one Energy Dispersive
X-Ray Fluorescence Spectrometer and Detector to be used in analyzing
hazardous waste samples. The Unit must: 1) by fully transportable or
portable, with a weight not greater than 150 lbs; 2) must be a bench
top model with physical dimensions no greater than 29.0'' wide, by
22.0'' deep, by 16.0'' high; 3) shall operate on 115 Volts, 50 and
contain a data quality line for modem diagnostics and remote
monitoring; 4) shall be capable of handling solids (soils and
sediments), liquids (paints), filtrates and films; 5) have a small
sample chamber in proportion to the overall size of the unit, but as
the same time the chamber shall be capable of handling 15 position
sample trays; 6) have a detector that is a solid state thermo electric
cooled silicon (Si/Li) drift corrected type that allows for operation
in a remote or mobile environment; 7) have Excitation as follows: (a)
X-ray Tube: Rh Target, 125 Micron Be Window, (b) X-ray Generator; 4 -
5kV in 1kV increments, current adjustable in 0.02 mA increments with
a maximum power 50W, (c) X-ray Stability: 0.25% over any hour period,
(d) Filters: Automated selection with a minimum of eight position
carousel. Shall have multiple excitation conditions and sample
selection; 8) have automatic element identification, digital filter
background correction and spectrum procession with display capabilities
of data, such as overlapped spectrum comparisons, peak identification,
peak labels and analysis parameters; 9) be installed at the Government
facility and the contractor shall provide on-site training and a set of
operation manuals. The contractor shall offer the same warranty terms,
including offer of extended warranties, offered to the general public
in customary commercial practices. All responsible sources may submit
