This notice is a combined synopsis/solicitation for commercial items
prepared in accordance with Federal Acquisition Regulation (FAR)
Subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This procurement is being conducted under the Simplified
Acquisition Threshold (SAT) portion of the Federal Acquisition
Streamlining Act (FASA). The provisions and clauses in the Request For
Proposal (RFP) are those in effect through Federal Acquisition
Circular 90-38. This notice is being issued as a RFP for Microcomputer
Hardware and Software, - 4 each, International American Satellite
(INMARSAT-B) terminals with 64kbps full duplex high speed data
capability unit weight under 55lbs - terminal must be self contained
unit (antenna, control console, terminal in one unit) no separate cases
110-220 VAC, 50-60 Hz, optional input voltage (12 VDC) required
RS-422/449 DHSD interface 9.6kb interface for STU-III operation
soft-sided carrying cases with wheels or wheels incorporated in the
ruggedized self contained unit cordless phone for remote operation one
year maintenance contract/warranty INMARSAT terminal commissioning
completed by vendor, two reference manuals per system. Delivery to DIA
Warehouse, Plaza 500, Suite 140, 6295 Edsall Road, Alexandria,
Virginia 22312 (FOB Destination) is required 13 Sep 96. Proposals shall
provide the information required by FAR 52.212.1. The offeror shall
complete and submit FAR 52.212-3, Offeror Representations and
Certifications Commercial Items. FAR 52.212-4 and 52.212-5 are

Vessels. All offerors shall state in their proposal their size status
for this procurement as well as whether they are minority or woman
owned. The Standard Industrial Classification Code is 3669 and 750
respectively. The offeror shall indicate the manufacturer brand and
model/part number quoted, and the offeror shall provide descriptive
literature with sufficient detail to show that the product offered
meets the specifications included in this notice. If an end product
offered is other than a domestic end product as defined in the clause
entitled Buy American Act-Supplies, the offeror shall so state and list
the country of origin. The offeror shall identify place of performance
in their proposal. Questions regarding this acquisition must be
submitted in writing. Companies shall notify this office of their

address specified above to the attention of Earnestine D. Cooper,
DAP-2A. Selection and award will be made to the lowest priced,
technically acceptable proposal. Technical acceptability will be
determined by information submitted by the offeror providing a
description in sufficient detail to show that the product offered meets
