(202) 260-8287). The United States Environmental Protection Agency
(EPA) intends to negotiate a sole source contract with Waste Policy
Institute to procure software to upgrade E-Data. E-Data is a
proprietary computer-based system which manages, validates and
communicates hazardous waste sample information generated through
sample collection, analysis and validation processes. E-Data was
designed to improve data transfer and communication by accelerating the
transfer of qualified data between the laboratory, validator and data
user. The system incorporates EPA requirements for data quality by
establishing data validation criteria and maintaining the linkage
E-Data currently validates only organic and inorganic data. The purpose
of the award is to provide USEPA ERT with an additional validation
module specifically designed for radiochemical data that can be
interfaced with the E-Data validation module. The vendor shall provide
the personnel, materials, equipment, and facilities to accomplish the
work as stated. The vendor shall provide an E-Data and RDV
radiochemical interface utility that is designed to run on an 486
compatible Personal Computer or equivalent and that provides an
approach to verify both contractual adherence and technical quality of
radiochemical data. The vendor shall provide a user's manual and the
interface utility installed on a floppy diskette. The vendor shall
provide an E-Data and RDV system interface that is compatible with and
utilizes the DOE's DEEMS (Department of Energy's Electronic Data
Format Master Specifications, Version 1, Jule 1, 1995) for the
electronic input of laboratory provided, electronic radiochemical data.
The vendor will be provided an electronic data deliverable
specification for the DEEMS format. The vendor shall provide an E-Data
and RDV system interface that shall be a self loading system. The
vendor shall provide an internal test of an E-Data and RDV interface
with ``real-world'', radiochemical data provided by USEPA ERT. The
vendor shall provide an E-Data and RDV system interface within the
E-Data system that is transparent the user. The vendor shall deliver
the source code for this E-Data and RDV system interface, and provide
two disketts of an E-Data and RDV radiochemical validation system
module, two training manuals, and two sets of all documentation for the
system to the address listed on this procurement request. The vendor
shall coordinate and cooperate with any and all other vendors working
on this project as identified by the EPA procurement official. A
functioning E-Data and RDV interface system, with the above described
functions, shall be delivered in sixty (60) days after contract award.
EPA is not aware of any vendor that possess the software that meets
the above requirements. The intent of this synopsis is to determine if
any other source(s) exist and, therefore, no formal solicitation
document will be issued. Consequently, any responses failing to provide
a statement describing technical capability to meet the specific
requirement indicating pricing information but instead choosing to
merely submit their routine letter requesting a copy of the RFP will be
ignored. Responses must be in writing and reference ``E-Data'', and be
