70 -- SOFTWARE UPGRADES AND SUPPORT SOL RFQ2-36392(LAS) DUE 090996 POC Contact Point: Lela Stawicki, (415)604-6968, Fax: (15)604-0177 This notice is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA). This notice is being issued as a Request for Quotes (RFQ). The provisions and clauses in this RFQ are those in effect through FAC 90-40. Ths Standard Industrial Classification and the size standard for this procurement are 7372 and $18.0 million respectively. NASA Ames Research Center intends to procure on a sole source basis from Nortel Secure Networks upgrades of 349 existing Entrust Client User licenses from single application to unlimited application. The procurement will also include an upgrade of an existing one- year support agreement. The requirements for client software upgrades are as follows: (1) Must be able to operate with NASA pre-existing security infrastructure software product that provides the only known automated key issuance and key management capability, Northern Telecom (Nortel) Entrust Manager. (2) Must be able to operate on Macintosh, PC, and UNIX platforms. (3) Must provide digital signature and encryption capabilities that are in accordance with Federal Information Processing Standards and U.S. Standards. (4) Must allow clients to use the security services across multiple applications and commercial-off-the- shelf (COTS) products. Quoters shall provide the information required by FAR 212-1. The quoter shall complete and submit FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4 and 52.212-5, are applicable. Under FAR 52.212-5, the following clauses apply to this acquisition: 52.222-3, 52.233-3, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-21, 52.214-34, and 52.214-35. All offerors shall state in their quote their size status for this procuremnt. If the end product quoted in other than a domestic end product as defined in the clause entitled Buy American Act - Supplies, the quoter shall so state and list the country of origin. The quoter shall identify place of performance in their quote. The Defense Priorities and Allocations System rating is DO:A7. Questions regarding this acquisition must be submitted in writing.
