OF SOL BAA 93-4-PKRZ, which was originally published on 24 Jun 93,
modified on 22 Jul 93, republished on 19 Dec 94 and 19 Apr 95. The
total funding on this BAA has been increased by $9 million from $15
million to $24 million. This reannouncement is published for industry
convenience. Although Points of Contact are being changed, there is no
change to the technical description. Rome Laboratory is soliciting
white papers for innovative approaches in the area of advanced radar
technology that will overcome deficiencies in existing and planned
radar systems to detect, track, and identify small signal targets
(aircraft, missiles, ships, and ground vehicles) operating in a high
clutter and electronic countermeasure environment. The survivability of
new and existing systems must be improved without the use of decoys.
Additionally, new and existing systems must be improved in terms of
survivability without the burden of decoy systems. Areas of interest
include new system architectures, hardware and/or algorithm
improvements, survivability, dual use, positional estimation
improvements, unique concepts in radar system design and theater
missile defense. Additionally, measurement and modeling efforts are
required to support the development of a radar scattering model that
accurately characterizes the phenomenology of scattering from missile
plumes. This modeling will emphasize the collection of radar
measurements, operating primarily in the 50 Mhz to 500 Mhz frequency
range and having a coherent integration capability, from the initial
blast (including ground effects caused by the blast) through the entire
boost phase of the launch. Information derived from this test data will
be reduced and used to increase the fidelity of models developed using
the database currently available in the literature. Numerous
algorithmic and hardware approaches can be exploited. No one approach
will solve these deficiencies. The successful application of these
approaches will require a broad spectrum of expertise, covering
hardware, software, and systems technology. For example, if multistatic
radars operating in concert with advanced Electronic Support Measures
(ESM) receivers are to be integrated into existing and planned systems,
it will be necessary to develop advanced data fusion techniques that
utilize the information from these multiple sources to increase
situational awareness. Likewise, increases in system sensitivity and
positional estimates in existing systems will be required when applying
mainbeam nulling and adaptive techniques. Finally, to provide timely
response when using these new techniques and models requires the
development and use of new, high throughput processing schemes. Rome
Laboratory issues this BAA under the provisions of Federal Acquisition
Regulation (FAR) 6.102(d)(2). Funding for proposals selected from this
announcement began in FY93. The total value of all awards under this
BAA shall not exceed $15 million, with the minimum dollar value being
$75 thousand for a period of performance no less than 6 months. Five
percent of this Broad Agency Announcement will be reserved for
Historically Black Colleges, Universities, and Minority Institutions.
In the event sufficient acceptable proposals are not received to
fulfill the reserved portion, that portion reserved may be awarded to
other acceptable proposals received. Do not submit proposals at this
time. Offerors are required to submit five copies of a three to four
page white paper with a cover letter indicating whether the offeror is
a large, small, woman-owned small, small disadvantaged business,
Historically Black College or University, or Minority Institution. All
responses to this announcement must be addressed to ATTN: Richard R.

cover letter only (DO NOT SEND CLASSIFIED) to ATTN: Mr. Richard Smith,

Rome, NY 13441-4514. The white paper will be formatted as follows:
Section A: Title, period of performance, cost of task, name of company,
Section B: Task objective, and Section C: Technical summary. Multiple
white papers may be submitted in different areas of technology. White
papers will be accepted until 30 September, 1998. The purpose of the
white paper is to preclude unwarranted effort on the part of an offeror
whose proposed work is not of interest under this BAA. Those white
papers found to be consistent with the intent of this BAA may be
invited to submit a technical and cost proposal. Such invitation does
not assure that the submitting organization will be awarded a
subsequent contract. Proposals submitted may be evaluated as they are
received. Individual proposal evaluations will be based on
acceptability or non-acceptability without regard to other proposals
submitted under the announcement. Complete instructions for proposal
preparation will be forwarded with the invitation for proposal
submissions. Evaluation of proposals will be performed using the
following criteria: a) The overall scientific and/or technical merits
of the proposal, b) The innovativeness of the proposed approach and/or
techniques, and c) The reasonableness and realism of proposed costs
and fees, if any, and the availability of funds. In addition, the
Government will consider other factors, such as past and present
performance on recent Government contracts and the capacity and
capability to perform the requirements of the effort. The criteria used
to evaluate proposals will also be to determine whether white papers
submitted are consistent with the intent of this BAA and of interest to
the Government. Only a and b above will apply to white papers. The
Government may use the services of Science Applications International
Corp and Concord Sciences in an advisory role in the technical
evaluation of white papers and/or proposals. The exclusive
responsibility for source selection remains with the Government.
Representatives of the foregoing firms who review the white papers
and/or proposals will sign a non-disclosure agreement in order to
highlight the sensitivity of the evaluation process and to protect any
proprietary information within the proposals. If Offeror desires that
the cited firms be excluded from access to information contained in
its white paper and/or proposal, Offeror must so indicate in a letter
of transmittal accompanying the document. Options are discouraged and
unpriced options will not be considered for award. Respondees are
requested to provide their Commercial and Government Entity (CAGE)
number with their submission. Foreign or foreign-owned offerors are
advised that their participation is subject to foreign disclosure
review procedures. Foreign or foreign-owned offerors should immediately
contact the contracting focal point, Joetta A. Bernhard, for
information if they contemplate responding. Export-controlled technical
data may be involved, only firms on the Certified Contractor Access
List (CCAL) will be allowed to access such data. Selected offerors may
be required to review classified material up to the Secret level,
therefore, personnel identified for assignment to the proposed effort
must be cleared for, or clearable for, access to Secret information.
The cost of preparing proposals in response to this announcement is not
considered an allowable direct charge to any resulting contract or any
other contract. It is, however, an allowable expense to the normal bid
and proposal costs specified in FAR 31.205-18. An Ombudsman has been
appointed to hear signficant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions are not considered to be ''significant concerns'' and
should be communicated directly to the Contracting Officer, Joetta A.
Bernhard, 315/330-2308. The purpose of the Ombudsman is not be diminish
the authority of the Contracting Officer or Program Manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Mr. Vincent R. Palmiero, Chief, Policy and
Management Division, at 315/330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
