Negotiator (703) 696-2583. AWARDS AND CONTRACTS: Up to a total of
$10.8M may be available to fund efforts in response to this
announcement. A Cost Plus Fixed Fee contract is expected to be awarded
as a result of this BAA. Offerors are required to submit multiple
year, multi-phase proposals. ONR anticipates that award will be made
during the first quarter FY97. This Broad Agency Announcement does not
commit the Government to award of contracts. Program funding has not
yet been released. This BAA provides no funding for technical abstract
or proposal development. Unsuccessful offerors of abstracts and
proposals will be acknowledged. Abstracts and proposals will not be
returned. The Government reserves the right to select all, some, or
none of the proposals received in response to this announcement. No
portion of this BAA has been set aside for small business, small
disadvantaged business, historically black college or university or
minority university participants, however, their participation is
encouraged. EVALUATION CRITERIA: Proposals may be reviewed and acted on
as they arrive. It is the policy of ONR to treat all proposals and
abstracts as competitive information and to disclose the contents only
for the purposes of evaluation. The government may use selected
support contractors as special resources for evaluation of the
technical and management areas. These contractors are restricted by
their contracts from disclosing the proposal information or using it
for other than performing the technical assessment. Evaluation of
proposals will be based on the following criteria in order of
importance: (1) Potential to enhance military applications of Composite
Projectile Technologies, (2) Innovative aspects and scientific merits,
and feasibility of the approach and technical objectives, (3) Offerors
capabilities, past performance and related experience, facilities,
techniques, or unique combinations thereof that are integral factors
for achieving the proposed objectives, (4) Qualifications,
capabilities, and experience of the proposed personnel who are key to
program success, (5) Rationale provided in defense of estimated costs
and (6) Socioeconomic merits of the proposal including commitment in
providing meaningful subcontracting opportunities for small business,
small disadvantaged business, women owned small business concerns, and
historically black colleges and universities and minority
institutions. Offerors must also be able to certify that they have, or
can obtain, a SECRET facility clearance if the proposed work requires
access to classified material. The Standard Industrial Classification
Code for this procurement is 8731. The small business size standard is
for a number of employees not exceeding 500. ADMINISTRATION - Questions
