C -- A-E SERVICES FOR THE PRODUCTION OF A RISK ASSESSMENT AT THE NAVAL ARCTIC RESEARCH LABORATORY, POINT BARROW, ALASKA SOL N44255-96-C-0181 POC P. W. Talbot, Contracting Officer, (360) 396-0249. Under the authority of FAR 6.302-1, 10 U.S.C. 2304(c)(1), the Engineering Field Activity Northwest intends to award a sole source contract to EA Engineering, Science and Technology, Inc. for Architect Engineer Services for the production of a risk assessment at the Naval Arctic Research Laboratory, Point Barrow, Alaska. EA has performed a work plan for the assessment and is uniquely qualified to perform the work due to demonstrated expertise and leadership in the development of risk assessment associated with hydrocarbons that are free of carcinogens. The firm awarded this contract must accept the responsibility for the work plan and assume knowledge of site and chemical data analysis without duplication of cost to the Government to the point at which these services have already been completed.
