(202) 307-7819, Contract Specialist. The DEA is seeking sources for the
management of hazardous materials, substances, waste chemicals, waste
containing controlled substances and chemicals and gross contamination
including but not limited to contaminated debris, equipment,
apparatus, etc. DES is interested in securing the services of hazardous
waste cleanup/disposal contractors who are qualified to perform the
``duties of a generator'' of hazardous waste on behalf of DEA and to
properly manage the waste seized at clandestine drug laboratories,
generated by Forensic Laboratories, Office of Training Laboratories, or
other generating activities. Disposal shall be in accordance with all
Federal, State and local requirements including USC Title(s) 21, 29, 40
and 49 Code of Federal Regulations. Contractors are required to have
emergency response capabilities consisting of 24 hours per day, 365
days per year. These capabilities shall include adequate licensed
and/or skilled personnel, equipment and material to perform the
required level of effort within required response times. Successful
contractors are subject to both announced and unannounced inspection of
its records, storage and disposal operations and facilities by DEA,
Federal, state or local authorities, etc. Multiple awards are
anticipated covering geographical regions: 1) State of Washington; 2)
Montana & Northern Idaho; 3) Oregon & Southern Idaho; 4) Hawaii; 5)
Northern California & Northern Nevada; 6) Central California & Southern
Nevada; 7) Southern California; 8) Arizona; 9) Colorado & Wyoming; 10)
Utah; 11) New Mexico; 12) Northern Texas; 13) Southeastern Texas; 14)
Kentucky, Ohio & Southern Michigan; 15) North Carolina, South Carolina
& Georgia; 16) Pennsylvania, Virginia, West Virginia, Maryland,
Delaware, New York, New Jersey & District of Columbia; 17) Maine,
Vermont, New Hampshire, Massachusetts, Connecticut & Rhode Island; 18)
Tennessee & Alabama; 19) Puerto Rico & US Virgin Islands; 20) Florida;
21) Alaska; 22) Southwest Texas; 23) Oklahoma; 24) Kansas, Nebraska &
Iowa; 25) Minnesota and North & South Dakota; 26) Wisconsin & Northern
Michigan; 26) Missouri; 27) Illinois & Indiana; 28) Louisiana,
Mississippi & Arkansas. 29) Tennessee & Alabama. The period of
performance is October 1, 1997 through September 30, 1998 and four
optional years. A requirements type contract is expected. Qualified
offerors may submit proposals for one or any number of regions. Awards
will be made on a regional basis. The solicitation is restricted to
the first one-hundred and fifty (150) requests, excluding current
incumbent contractors. Telephonic, verbal, hand pick-up & facsimile
requests will not be accepted. All written requests must be submitted
to the above address and solicitation documents will only be mailed
(first class). The Standard Industrial Classification Code this
solicitation is being conducted pursuant to is 8744 - Environmental
Remediation Services, Not Elsewhere Classified, 500 or fewer Employees.
