Officer, (703) 695-2562. The Defense Supply Service-Washington, on
behalf of the Directorate of Accession Policy (AP), Deputy Assistant
Secretary of Defense for Military Personnel Policy (DASD/MPP), intends
to procure the ``Evaluation of the Impact of the NCF on DoD
Enlistments.'' Pursuant to FAR 6.302-1, a Sole Source, Firm-Fixed Price
Simplified (Small) Purchase Order will be awarded to P.E.P. Services,
Inc., P.O. Box 10, Grand Central Station, New York, New York 10163. The
contractor will be required to develop, maintain, and update
advertising data series by Military Service, Selected Geographic Areas,
and Service Management Unit Designators (MUDS) for the NCF evaluation
study, as well as, other related recruiting research and market
analysis. The tasks shall include: (1) Collecting information and data
on media plans and programs developed and executed by the Military
Services; (2) Obtaining data on the distribution of advertising
activities by Service and month, which shall include Nielsen television
station coverage and network programs data, Arbritron station data,
specific program/station lists for radio advertising, magazine
distribution lists, and distribution tapes for direct mail advertising;
(3) Collecting data on the distribution and size of audiences reached
each month in market areas identified in (2) above by media type,
including television, radio, magazines, and other print and direct mail
for each Service; (4) Converting national and local media expenditures
into measures of local reach expressed in dollar terms for designated
areas, which shall include, at a minimum, counties and states; and (5)
Preparing a written technical report that documents methodologies and
