POC John Clarno, 520-629-4614 This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation number 678-51-96 is issued as an invitation to bid
(IFB). This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-39.
Standard industrial classification code (SIC) is 1761 and the small
business size standard is $7.0 million. Contractor shall be required to
provide all labor, material, parts, equipment and supervision to: 1.
Demolish and remove existing clay roof tiles and felt underlayment
system down to existing tongue and groove deck. Demolition of existing
felt underlayment is to be handled as per the category 1 requirements
of 40 CFR part 61 ''Interpretive Rule for Roof Removal Operations
Under the Asbestos NESHAP'', dated June 17, 1994. Approximate area of
roofing for each building is 3,000 square feet (6,000 square feet
total). 2. Demolish, remove and replace to match existing up 1,500
(total for both buildings) square feet of tongue and groove roof
decking (selected in the field by VA representative). 3. Provide and
install new clay roofing tile system with single layer of 30 lb. felt
underlayment. Tiles to be straight barrel mission type. Provide special
shapes for ridges and rakes. Double layer felt at hips, valleys, and
ridges. Install 24 gauge galvanized flashing at the valleys and drip
edges. Mortar in-fill exposed ends of tiles. 4. Remove all loose paint
and stucco as necessary to provide stable base for exterior painting.
Patch stucco as necessary to repair any damaged areas, match existing
texture. 5. Paint all exterior surfaces (two coats minimum) including
stucco, wood, and metal to match existing colors. This will include
soffits and eaves. Stucco color will be Pioneer's VA Special Pink or
approved equal. 6. Remove and replace all windows. New windows shall be
heavy duty commercial grade, bronze anodized aluminum (provide medium
and dark bronze anodized samples for VA approval). Profiles,
operations, mullions, and muntins shall match existing. All new
operable windows shall have insect screens. Continuously caulk all
windows. 7. Remove and replace all existing awnings. Match existing
sizes. New awnings shall be aluminum with factory finish selected by VA
from manufacturers standard colors. 8. Remove and replace approximately
20 linear feet of guardrail at each building (40 linear feet total).
New guardrail is to be 3'6'' high, welded tubular steel, with 1/2''
square posts at 4'' on center typical and 1'' X 2'' tubular steel top
and bottom rails. All steel to be painted with prime coat and two
finish coats. Install one gate at each building. Cost range is between
$25,000 and $100,000. The provision at 52.212-1, Instructions to
Offerors--Commercial Items, applies to this acquisition with no
addenda. In accordance with the provision at 52.212-2,
Evaluation--Commercial Items, the Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. In the event the offer
most advantageous to the Government exceeds the funds available, a
single award will be made on item 1, 2, 3, 4, 5, 6, 7, or 8, above, OR
in any combination thereof. Offerors are to include a completed copy
of the provision at 52.212-3, Offeror Representations and
Certifications--Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions--Commercial Items, applies to
this solicitation with no addenda. The clause at 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders--Commercial Items, applies to this acquisition with none of the
additional FAR clauses cited in the clause applicable to this

General Wage Decision AZ960003 dated 3-15-96 is available upon request
from the Contracting Officer. A pre-bid conference has been scheduled
for September 9, 1996 at 10:00 AM MST in Building 5 Room 207A, at VA
