15 -- MODIFICATION OF UH-1 HELICOPTERS POC Contracting Officer Mr. John J Stever, Please send all ; written request to fax number 703-875-6085 The Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Resource Management, Aviation Division is soliciting vendors who are interested in upgrading three (3) Department of State owned UH-1H helicopters to have enhanced performance characteristics. The Department intends to: 1) Require a Contractor to modify three (3) UH-1H airframes and install the modified engines; 2) for the three completed modified aircraft, obtain from the Contractor the equivalent of the original equipment manufacturer qualification standard or a Federal Aviation Administration (FAA) Supplemental Type Certificate (STC); 3) obtain from the contractor rights in technical data in order to perform the remaining Department of State fleet upgrade with in-house capabilities; 4) obtain from the contractor production level drawings; 5) obtain from the contractor production training and training manuals; 6) obtain from the contractor maintenance manuals and procedures; 7) obtain from the contractor maintenance training and training manuals, and 8) obtain from the contractor special tooling and test equipment. The Department of State intends to make available: three (3) operational UH-1H airframes, engines and several other key aircraft components as Government Furnished Property. After receipt of information submitted by companies responding to this announcement, the Department may decide to procure the modifications to the three government furnished helicopters under a contract. In this announcement, companies are asked to provide a letter of interest demonstrating their willingness and ability to deliver the eight (8) required objectives stated above. Responses to this sources sought announcement are due to be received no later than 9/10/96 after publication of this announcement. There is no solicitation document available at this time. If adequate interest in this sources sought announcement are received by the Contracting Officer, another CBD announcement will be issued advertising the availability of a fully competitive solicitation.
