Loux, 410-278-3399 The Government intends to solicit and negotiate a
sole-source contract with Qualcomm, Inc. for the acquisition of a
Secure Personal Communications (SPC) Advanced Concept Technology
Demonstration (ACTD). The objective of the SPC ACTD is to field a
deployable secure digital cellular telephone system within eighteen
(18) months after contract award. The SPC ACTD system will be based on
the Cellular STU-III (CSTU) telephone and its supporting service
standards, both of which are currently under development by QUALCOMM.
The SPC ACTD will support all CSTU modes of operation except for the
analog Advanced Mobile Phone Service (AMPS). As the CSTU will be
product enhancement of the existing QUALCOMM QCP-800 mobile unit, which
utilizes the Code Division Multiple Access (CDMA) form of digital
wireless communication, the SPC ACTD will also be required to utilize
this technology. The supported services will include secure and
non-secure wireless/wireline telephone, secure and non-secure data,
soft handoffs, paging, emergency access, and the Virtual Land Mobile
Radio (VLMR) Net mode. The SPC ACTD system will consist of CDMA base
station, three cell sites, ``backhaul'' equipment allowing remote
operation of two of the cell sites, and 250 CSTU mobile units.
Technical documentation, training, spares, and other logistics support
