(NAVSEA) is conducting a market survey on the availability of existing
non-skid deck cleaners, which could be fielded, that may meet the
following required general characteristics: Can remove surface
contaminants such as tire marks, grease, and oil based products from
non-skid that meets Military Specification MIL-PRF 24667A, Type I, Comp
G or L, can be mixed using salt water at a ratio of 20:1, no adverse
effect on health of personnel, flash point greater than 140 degrees
Fahrenheit, pH in a range of 7.5 to 13.0, reverse alkalinity of less
than 100 milliliters, not sustain a flame for more than 3 seconds,
cleaning efficiency greater than 70, corrosion weight change of less
than 0.40 milligrams per square centimeter per 24 hour period for
steel, aluminum, zinc, and galvanized metal, capable of not separating
or forming a precipitate at elevated and low temperature, stable in
sea water, homogeneous, and free of foreign matter, contain a
biodegradability certificate, safe to use when reviewed by Naval
Environmental Health Center, and contains less than .05 percent
hazardous air pollutants. Any offeror having an item which meets the
above characteristics in whole or part should submit the following
info: Deck Cleaner description and performance specification which
addresses all the required capabilities; the unit cost per gallon,
quality produced yearly, customers, supporting commercial literature
