synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR), Subpart 12.6
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation. Proposals are
being requested. A written solicitation will not be issued.
Solicitation number N00421-96-Q-1123 is issued as a Request for Quote
(RFQ). The incorporated document, provisions and clauses are those in
effect through Federal Acquisition Circular 90-37 and Defense
Acquisition Circular 91-10. The applicable SIC Code is 7375. The
requirement for Contract Line Item Number 0001 - Airway database
updates to support the AutoID system aboard eight navy ships is from 1
October 1996 through 30 September 1997 with 4 Option Periods ranging
to 30 September 2001. The minimum features for the NavData Update must
be: (1) Navigational data conforming to the ARINC Specification 424;
(2) Information to include: VHF and NDB NAVAIDS; En route Way Points;
and En route Airways worldwide over water and coastal areas; (3) Data
shall be updated on a twenty-eight day (28) cycle as defined by the
International Civil Aviation Organization (ICAO). If medium is via
tape, the tape shall be shipped overnight express no later than
fourteen (14) days prior to the effective date of a given cycle; (4)
The data is to be provided via electronic transfer (FTP) over the
internet. If the contractor has internet access, the FTP site account
and password will be provided after award. Otherwise, the data should
be provided on a Quarter Inch Cartridge (QIC) tape (QIC-150), UNIX tar
format, and the American Standard Code for Information Interchange
(ASCII). FAR 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (OCT
1995) is incorporated by reference and applies to this acquisition.
The provision at 52.212-2 Evaluation--Commercial Items (Oct 1995) does
not apply to this acquisition. Instead, the following information will
be used for evaluation of offerors: an award shall be made to that
responsible offeror submitting an offer for Navigational data
conforming to the ARINC Specification 424 and offering the lowest
evaluated price. The offeror shall provide backup information verifying
the price offered; e.g. a copy of current catalog, three invoices for
the same equipment, etc. A written notice of award or acceptance of an
offer, mailed or otherwise furnished to the successful offeror within
the time for acceptance specified in the offer, shall result in a
binding contract without further action by either party. Before the
offeror's specified expiration time, the Government may accept an
offer, or part of an offer, whether or not there are negotiations after
its receipt, unless a written notice of withdrawal is received before
award. As prescribed in 12.301(b)(4), CONTRACT TERMS AND CONDITIONS
REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS
(JAN 1996) are as follows: The Contractor agrees to comply with the
