will be issued to provide engineering support of the TF39 Engine
Component Improvement Program (CIP). The contract will provide CIP
coverage for a three year base period with two one year options. The
main objectives of the TF39 Engine CIP are: to enhance accomplishment
of the C-5A/B aircraft mission requirements and to reduce the cost of
the TF39 Engine support operations. The engineering effort will be
directed primarily toward improving TF39 Reliability and
Maintainability. The following describes the framework by which these
improvements can be realized: resolve potential flight safety problems;
evaluate and resolve identified service problems; continually evaluate
component enhancements and maintenance methods and procedures; support
the development of a propulsion system maintenance plans and a
coordinated workscope document that will be used at all maintenance
sites. Perform depot, Jet Engine Intermediate Maintenance, and Two
Level Maintenance Performance reviews to ensure proper procedures are
available and utilized; provide access to design criteria and tradeoff
(where possible) used in the original design of the engine. The
contractor shall maintain parts lists for the TF39-GE-1C engine model,
Assembly 9600M10. All TF39 Engineering Change Proposals (ECPs) shall
utilize the 9600M10 parts list(s). Data in accordance with DD Forms
1423: ECPs' Technical Progress Reports, as well as numerous other
reporting requirements. Government furnished drawings and
specifications are not available. In accordance with DD Form 1423. The
