at Naval Air Station, Barbers Point, on Oahu, Hawaii. The work
includes, but is not limited to furnishing all labor, supervision,
materials, equipment, transportation, and management, necessary to
provide the following services: 1) Deter and report unauthorized
personnel or vehicular entry into designated areas; 2) Deter and report
damage, pilferage, removal, secreting, misappropriation, misuse,
larceny, and theft, or other improper or unlawful threats to, or
disposition of Government or personal property, or acts or espionage,
sabotage, or wrongful destruction within the designated areas; 3)
Endeavor to prevent the occurrence of fires, explosions, collapses, and
other catastrophes. In such an event, summon appropriate response
forces, notify Security Police, assist in minimizing the effects
thereof, and assist in restoring the area to a safe condition; 4)
Safeguard personnel, deter the commission of crimes against persons,
summon appropriate response forces, and assist those response forces as
required; 5) Deter and report violations of base regulations, and
enforce parking regulations as required; 6) Provide proper
documentation and reports of all incidents; 7) Provide an on-call
contingent of accepted guard force personnel to quickly and decisively
back up any Contractor employee confronted with a situation requiring
additional personnel; 8) Provide additional accepted guard force
personnel for special details/events; 9) Receive, receipt for, and
secure prohibited personal property as well as lost and found articles
pending transfer to Military Police for appropriate disposition; 10)
Receive, secure, issue, and account for all keys issued to the
Contractor or placed under the Contractor's control; 11) Provide fixed
post guards and roving patrol(s); 12) Provide intrusion/fire alarm
monitoring; 13) Provide emergency assistance to Military Police, as
required; 14) Provide animal warden services. SIC Code 7381 applies.
The base is scheduled for closure in July 1999. The contract includes
option provisions to extend the term in subsequent years. The total
term of the contract will be a 12 month base plus one 12 month and one
six month option periods. If the base does not close as scheduled, the
Government may require the Contractor to continue performance for an
additional period up to six months under the Option to Extend Services
clause. In either case, the Government will not synopsize the options
when exercised. This contract will replace a contract for similar
services awarded in 1991 for $1,441,350.26 (FFP) and $20,056.00
estimated (IDQ) per year. We will include information about the current
contract and the incumbent contractor (e.g., value of last option
exercised, firm name, address, etc.) with the solicitation package. We
do not require requests under the Freedom of Information Act to
provide this general information. The proposed contract is limited to
qualifying 8(a) firms. The Government will not consider offers from
other than 8(a) firms. Firms shall submit with their request for the
solicitation a letter from their SBA district office a statement that
the firm is in full compliance with the requirements of the 8(a)
program. Also provide street address, phone number, and facsimile
number (if available) when requesting solictation package. The
solicitation will require price and technical proposals. Proposal
