grubbing; construction survey & staking; construction scheduling;
rental equipment; flagging; 360 tons minor asphalt concrete; 300 cuyd
crushed aggregate; 1,000 cuyd subbase; 260 lnft 24'' culvert; 40 lnft
36'' culvert; 6 ea removal of culvert; 150 lnft 6'' underdrain system;
50 lnft 6'' outlet pipe; 5 ea energy dissipator; 3,000 lnft silt
fence; 200 ea straw bales; 4,500 cuyd roadway excavation; 1,000 M-Gal
watering; 2,300 sqft geogrid wall; 2,000 lnft permanent pavement
markings; 3 acres mulching, hydraulic method. Project is located
approximately 20 miles northeast of Florence, Oregon in the Siuslaw

1997. Estimated price range is between $250,000 and $500,000.
Presolicitation Notices are being provided to firms on this agency's
mailing list concurrently with the publication of this synopsis.----The
following applies only to Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
