This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation No.
1425-96-SP-10- 14050 is issued as a Request for Proposals (RFP) and
incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-41. This acquisition is not set-aside. The size
standard is 750 employees and the standard industrial classification
code is 3625. The Hungry Horse Field Division, Hungry Horse, Montana
has a fixed price requirement for furnishing and delivery of the
following items: CLIN 0001 - Generator Protective Relays, equal to or
better than ABB type REG316*4. Order No. 1MRK000809-BA (REG316*4
variant 2), Relay ID No. A5BOC5DOU1K63H2E2I3F2J3QOVOROWOYON1M1SR200TO,
4 each, CLIN 0002 - Disturbance recording evaluation program: file
WINEVE, ABB part #1MRK000828-C (equal to or better than), 1 each; CLIN
0003 - Fiber-optic connection cable to PC, ABB part #74331640-AA
(equal to or better than), 1 each. The Hungry Horse Powerplant is being
automated. This requires a higher degree of reliability since plant
staff will be reduced and plant will only be staffed during normal
business hours. The new configuration with new transfer trip and line
transformer arrangements in Bonneville Power Administration's new
substations will put Reclamation's plant at greater risk. We are going
to install the following features in the generating unit relay
protective system; negative sequence relay (device 46), overcurrent
relay (device 51V), overvoltage relay (device 59) and volt per hertz
relay (device 24). Also available panel space is limited, the panel
space for each relay is 8.9'' wide x 10'' high x 11.4'' deep. The
following FAR provisions and clauses apply to this acquisition:

(b) is tailored to incorporate the following clauses by reference:
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-9,
52.225-18, and 52.225-21. The Government intends to make a single award
to the responsible bidder whose bid is most advantageous to the
Government. Evaluation will include price, price-related factors and
verification that the offer meets the technical specifications. Bidders
are to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications--Commercial Items (MAR 96), with the
RFP. Offerors may request a copy of this clause to be faxed to them.
The closing time and date for receipt of proposals is 10 a.m.,
September 19, 1996, local time. Offers are to be mailed to the
