Department of Energy has a requirement to purchase from a single vendor
a perpetual, DOE-wide corporate license for a commercial-off-the-shelf
public key infrastructure (PKI) and associated client services. The
complete set of requirements is contained in the document titled ''PKI
Specifications to Support the DOE Travel Manager Program'' which was
prepared by the National Institute of Standards and Technology,
Computer Security Division and is available on the Internet at
http://www.hr.doe.gov/ucsp/. The infrastructure consists of a single
certification authority (CA), multiple organizational registration
authorities (ORAs), and a distributed directory service (DS). This
infrastructure will issue X.509 V3 certificates and V2 CRLs. Users will
execute applications on their local system, using hardware or software
cryptographic modules as required by their roles. The application
interface will provide a simple, high-level interface to security
services. Cryptographic modules must have been validated under the FIPS
140-1 validation program and shall include validated implementations of
DSS, SHA-1, and DES. A copy of the vendor's letter of affirmation sent
to the National Institute of Standards and Technology (NIST), as
required by the FIPS 140-1 program, should be submitted as part of the
response to this request for information. Vendors that can provide
software and services that meet these requirements should submit
complete technical details and price information to be received no
later than 15 days from the date of this publication to: Mr. Jerry
