27711 A -- OPERATION, REPAIR, AND MAINTENANCE OF RESEARCH AND MONITORING
VESSELS AND WORK BOATS POC David A. Donnelly Jr., Contracting Officer,
919-541-7888. U.S. Environmental Protection Agency currently has a
contract with Seaward Services Inc., Contract No. 68D40011, which was
awarded under Full and Open Competition procedures for operation and
maintenance services for research vessels and work boats located in the
Great Lakes area. The original contract was awarded in February of
1994, and expires on February 28, 1998. The expanded duties of the
Mudpuppy's boat operator, which were unexpected and unforeseen, have
resulted from an expanded customer base involving a significantly wider
group of personnel including safety inspectors, Superfund contracors
(involving level 2 protection from arsine gas), state, other federal
agencies working with GLNPO personnel on the Mudpuppy. These projects
made a change in the composition of the Mudpuppy crew necessary to
effectively meet project requirements. The mate work boat operator
technical duties expanded to include marine engine trouble shooting and
minor repairs, and personnel skills abilities were required to interact
with other agency personnel, safety officers and other contractor staff
with higher frequency. The contractor has proposed a new labor category
called a work boat master. The contractor is proposing a senior level
work boat operator labor category, who will maintain and repair the
Mudpuppy on an indefinite quantity labor hour rate purchase. The work
boat Master must hold license or a superior license as a Master of
Great Lakes or Inland steam or motor vessel of not less than 1 gross
tones. The work boat master must have experience in operating on the
Great Lakes, rivers, tributaries, bays and harbors, and experience with
large horsepower gasoline outboard motors of not less than 100
horsepower rating and demostrated ability to troubleshooting mechanical
problems involving outboard engines, generators, pumps and winches. The
work boat master shall have experience in operating in shallow water
and in operating a vessel engaged in limnological or oceanographic
research or monitoring. The work boat master shall have experience in
transporting over the road, launching and retrieving a large boat. The
work boat master must demonstrate experience in working in a
cooperative manner with Health and Safety contractors, Superfund, other
Federal and state personnel. The work boat master must have experience
in operating and maintaining Geographical Positioning (G.P.S.) to
provide submeter locational accuracy. The work boat master must have
experience in ordering and maintaining a ready supply of all sampling
equipment to support the sediment coring operations. The incumbent
contractor has in place a qualified/trained contract acclimated staff
in place which matches the unique immediate needs of the Agency to
complete the on-going projects. Interested parties who believe they can
provide the required services are invited to submit, in writing, an
affirmative response demonstrating an ability to immediately assume the
on-going projects without disruption to the current operations and
demonstrating a cost benefit to the Government. Any written response
must be received no later than 15 days after publication of this
synopsis. In order to be responsive, the correspondence must be
accompanied by a written narrative statement of capability and
qualifications, including detailed technical information sufficient to
permit agency analysis in order to determine a bonafide capability to
meet the Government's requirement. Responses without the required
