PROCESSING, ARCHIVING, AND DATA ANALYSIS SUPPORT SOL RFO5-56167-215 POC

Contracting Officer. The NASA/Goddard Space Flight Center (GSFC)
intends to issue RFO5-56167-215 on a sole-source basis to Computer
Sciences Corporation for the International Ultraviolet Explorer (IUE)
Project. The IUE Mission is a collaboration between NASA, the European
Space Agency (ESA), and the Science and Engineering Research Council
(SERC) of the United Kingdom. This procurement involves conversion of
the IUE Munich Image Data System (MIDAS) based pipeline data software,
data processing, final archiving and data analysis support. The
Contractor shall process all of the IUE images; maintain, update and
apply IUE data calibration files and the MIDAS based processing
software as part of the final archiving effort; deliver software to,
exchange data with, and coordinate efforts with the European partners;
support the IUE data archival process coordination with the National
Space Science Data Center (NSSDC); maintain and operate the IUE Data
Analysis Center (IUEDAC); and operate and maintain the IUE image
processing computer systems operation. A cost-plus-fixed-fee (CPFF)
contract will be awarded by October 9, 1996 with a one-year period of
performance. As the sole operator of the IUE satellite observatory for
nearly eighteen years, CSC possesses the unique knowledge of IUE
calibration techniques and critical calibration files and data tables
necessary to develop the complex scientific algorithms for the data
productions processing. In addition, CSC possesses the unique expertise
concerning IUE software interfaces with the ESA MIDAS software, which
is essential for this effort. Any other persons desiring consideration
