Support for the Prime Mission Equipment (PME) Subsystems of the E-8C
Joint Surveillance Target Attack Radar System (JSTARS). This is NOT a
presolicitation notice pursuant to FAR Part 5, but is MARKET RESEARCH
to identify sources who posses capability and experience in the repair
of this type equipment. This is not an indication that the Air Force
intends to contract for these services. The Air Force will not pay for
information received in response to this request for information. The
JSTARS PME is comprised of three sub systems: 1) Radar, 2) Operations
and Controls (Computers and Displays), 3) Communications. The
government may provide the contractor with the engineering
documentation, Test Program Set (software & documentation), and
Automated/Semi-Automated Test Equipment required to perform the repair
of the end item. The government intends to provide lay-in of initial
repair piece parts with the contractor providing all replenishment
repair piece parts. The contractor will be required to maintain/upgrade
test software as necessary to maintain the viability of the test
process and produce a serviceable end item. Potential sources must have
ISO 9001 compliance and certification and posses a secret security
clearance. A formal solicitation does not exist at this time. This
survey is to determine the availability of firms pursuant to Federal
Acquisition Regulation (FAR) Part 10.002(b)(iii) and does not
constitute an Invitation for Bid or Request for Proposal and is not to
be construed as a commitment by the Government. Respondents to this
notice will be sent a Contractor Capability Survey which further
details the requirement and requests capability information.
Contractors must provide a copy of their approved DD Form 2345,
Military Critical Data Agreement, with their request. Contractors may
obtain a DD Form 2345 certification by contacting Defense Logistics
Service Center, at 1-800-352-3572. The extent of foreign participation
has not yet been determined therefore the release of information to
foreign sources will be determined at time of request. Written requests
should be mailed to WR- ALC/BC, Tom Robertson (96A04), 180 Page Road,
Robins AFB GA 31098-1600, phone 912-926-6726, FAX 912-926-2929. The
request should contain Company name, Address, Point of Contact, CAGE
Code, Phone number, Size of business pursuant to Standard Industrial
Classification (SIC) Code 3812 (750 Employees), and a statement of
domestic or foreign ownership. Foreign owned sources should indicate
the country of ownership. Large and small businesses are encouraged to
participate in this survey. All requests for information must be
received no later than twenty five (25) days from the date of this
