MEDICARE/MEDICAID DATA FOR HBCU FACULTY POC Mr. Cornelius Brown,
Purchasing Agent (410) 786-5170. The Health Care Financing
Administration (HCFA) intends to award a SMALL PURCHASE ORDER, on a
sole source basis, with Jing Xing Health and Safety Resources, Inc. to
conduct a technical assistance program to enhance the capacity of
Historically Black Colleges and Universities (HBCU) faculty members and
researchers to participate in the broad array of HCFA program
activities. The Contractor shall: 1) make direct contact with
Historically Black Colleges and Universities (HBCU) faculty members and
researchers at the appropriate institutions informing them about the
program, 2) carry out all logistics for the technical assistance
program i.e., confirmation list, program support, materials, name tags,
registration, and others, 3) train HBCU faculty members and researchers
on understanding the nature of the Medicare and Medicaid data and on
accessing and utilizing the Medicare and Medicaid files by individual
training through consultative services and by developing one training
session for a group of 15-25 faculty members for a two day period, 4)
develop a hands on data laboratory curriculum in conjunction with HBCU
faculty and researchers' identified priorities, and training
materials/plans, 5) through technical assistance related to data
acquisition and use, support innovative research and demonstrations in
the financing and delivery of health care that will be aimed at
developing a better understanding of health care services issues
pertaining to the African American community, and 6) assist in
converting data to useful information in support of health care
research for African Americans. The Contractor must have extensive
knowledge and working experience with HCFA data, data systems, files,
programs, and institutional history to carry out the work of this
Technical Assistance Program on Accessing and Utilizing HCFA's
Medicare/Medicaid Data for Historically Black Colleges and Universities
(HBCU) Faculty Members and Researchers. The Contractor must have
combination of institutional knowledge of, and expertise on, HCFA
programs coupled with scientific expertise in collecting, processing,
using, and interpreting related health data. The Contractor must have:
extensive experience with HCFA programs and health issues including
statistical and operational systems, data and health reform
initiatives, expertise in health sciences, knowledge of research and
demonstrations in the financing and delivery of health care,
understanding of how to access and use data from the Medicare and
Medicaid program (files), and converting data to useful information in
support of health care research in the African American community, an
extensive hands-on, working knowledge of central, regional and
carrier/intermediary operations that are required to administer the
Medicare programs, including claims and statistical data systems, an
understanding of organizational flows and responsibilities directly
related to HCFA-Office of Research and Demonstration (ORD)
requirements, an extensive experience in interpreting research and
demonstration objectives and supporting requirements relative to health
care reform initiatives, and scientific expertise in statistics,
economics, actuarial science and computer science for a diverse range
of related research applications. The period of performance will be
from September 30, 1996 through September 29, 1997. Interested parties
must submit a capability statement addressing all requirements
specified in this notice. If no responses are received within 15
calendar days from the published date of this notice, HCFA will award
a small purchase order to Jing Xing Health and Safety Resources, Inc.
