R -- ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES SOL 96-66015-MP POC Michael Palensky, 301/457-1824 Notice of Intent that the Bureau of Census intends to procure on a sole source basis administrative and management support services from Performance Engineering Corporation (PEC) under the authority of FAR 6.302-1. The services will provide various services to program and procurement personnel to support the preparation of Request for Proposals for the Decennial Census. Services have and are currently being provided by PEC under existing contracts. PEC has been working in support of BOC for the past 2 years which has given PEC extensive knowledge and background on the Decennial programs. Because these services needed require an in-depth knowledge of the BOC and their current operations, award through competition would require substantial duplication of cost that the Government would not recover through competition and could create unacceptable delays in fulfilling the BOC's mission for the Decennial Census. All responsible sources capable of meeting this requirement are invited to respond to the announcement by submitting information to include technical capabilities, pricing, and any other information which demonstrates their ability to meet this need. This information will be considered only if it shows clear and convincing evidence that interested sources can meet the requirements of the government, and that it is advantageous for the government to consider such sources. Detailed capabilities must be submitted to the above referenced address (Attn: Michael L. Palensky) within 15 days of the date of this notice. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable sources are available and more advantageous to the Government.
