16 -- F-15 AVIONICS INTERFACE UNITS RETROFIT KITS SOL F33657-96-R-0032 POC Myron H. Miller, Contracting Officer, (513) 255-7927. The objective of this synopsis is to seek interested sources able to retrofit approximately 800 computer processor circuit cards into the Signal Data Converter nicknamed Avionics Interface Unit (AIU) on all F-15 aircraft. The design on this effort has already been completed by Mc Donnel Douglas on a previous effort. The period of performance is anticipated to be 01 Jul 97 to 30 Jun 99. The retrofit is anticipated to be a contractor field-team retrofit effort. Offers will be considered from any firm providing clear and convincing evidence of capability to meet all the following criteria at all F-15 based Air Force facilities: (a) Full and comprehensive engineering data package. This package will not be available as GFP (b) Direct labor skills consisting of field service and instrumentation engineering (c) Staff and other equipment and services necessary to support the assigned tasks. The contractor shall be thoroughly familiar with the hardware and software systems on the AIU and its corresponding test equipment. The contractor shall provide all normal hand tools, electronic tools, tool chests, reference books, personal clothing, common personal safety equipment, and all other items normally associated with the various skills to be provided. In general, the contractor shall have a thorough knowledge of the F-15 aircraft, avionics, and related support equipment for the F-15 subsystems. In response to this synopsis, the contractor shall include in the capabilities statement the following: (1) dedication of key personnel with a resume of their previous experience with field team retrofit, and (2) evidence of capability to perform successfully within the above described parameters. Only U.S. owned companies may apply. U.S. citizenship is required. Firms responding should indicate whether they are, or are not, a socially and economically disadvantaged business and whether they are a woman owned business. Respondents shall include their assigned Commercial and Government Entity code (i.e. Federal Supply Code for Manufacturers, a five digit code assigned by the Commander, Defense Logistics Service Center, ATTN: DCSC-FBA, Federal Center, Battle Creek, MI, Reference DoD 5000.12M). IN your response, information is required as to whether your firm is considered a small business in relation to SIC Code 3721. Failure to provide the above data with your response to this notice may disqualify your firm from further consideration. Information requested herein is for planning purposes only. The purpose of the Ombudsman is not to diminish the authority of the program director or the contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
