consist of all tasks deemed necessary to upgrade the Ground Support
Equipment (GSE) at Eastern Launch Site (ELS) and Kent Space Center
which is used to test the Inertial Upper Stage (IUS) vehicle, store the
IUS launch vehicle,and verify /validate software for IUS Missions for
the next seven years. It is the intent of the government that the
successful offerer assume 100% of the task responsibilities from
contract start. Upgrade of the GSE will insure the capability to
maintain, test and store the IUS vehicles and verify/validate the
software and mission data loads for the IUS vehicles for the nest seven
years. The affected hardware is vehicle checkout equipment such as
Ground Power racks, the Checkout Stations (COS), general purpose test
equipment, special test equipment, and storage equipment that is
located in the Vertical Integration Building, the Solid Motor Assembly
Building, at the launch pads at Eastern Launch Site (ELS) and the Kent
Software/ Systems Integration Laboratory. Secret clearance is required
to perform this effort. It is our intention to modify the existing
contract, F04701-91-C-0011, for the upgrade of ground support
equipment. The period of performance for the modification will be June
1997 through December 1998. The interested parties must demonstrate
the capability to meet these requirements. Notification of interest
must be received within 30 working days of the publication date of this
synopsis. Interested firms must submit a written Statement of
Capability (SOC) IAW Note 25. The information contained in the notice
is based on the best information available at the time of publication
and is in no way binding to the Government. The Government will not
recognize any costs associated with the submission of information by
