combined synopsis/request for quotation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only request for quotation; proposals are being
requested and a written request for quotation/solicitation will not be
issued. The request for quotation incorporates provision and clauses
in effect through Federal Acquisition Circular 90-34. This is an
unrestricted requirement for the procurement of the following: Clin 1:
P/N 2003TB Hardness Tester, the hardness tester should be the Wilson
Rockwell Series 2003TB or equal. The tester is used to give a rough
approximation for tensile strength of materials using ASTM conversion
charts. The tester should be capable of Rockwell (or equal) regular and
superficial measurements (a twin tester). The package should include C
and N penetrators and C, B, N, T test blocks. Various anvils such as
spot, large flat, regular V and small V anvils, and a 1/16 ball
penetrator should be included inthe package. The hardness machine
should not exceed dimensions of 49''H x 14''W x 24''D, or weigh in
excess of 250 lb. ?The tester should have a vertical capacity of 20''.
The digital display should be able to complete basic statistical
functions such as auto-averaging, conversion of average value, storage
of more than 15,000 hardness values, and allow alphanumeric entry for
identification on reporting. The machine should have computer
interface for transmission of data for printing. The microhardness
tester allows measurements to be taken on a much smaller scale, down to
the individual grains to calculate approximate tensile strength of the
material. The microhardness tester should be the Wilson Tukon model
240 or equal. The tester should have housings for both Knoop and
Vickers indenters, as well as three objective lenses (10x, 20x, and
50x) for measuring indentions. A fiber optic light source should be
included for illumination of sample during testing. Load ranges should
be between 10gf to 1 Kgf, aswell as variable dwell times of 0-99
seconds. A digital display should be installed on the tester which
directly measures indentions and converts the results to hardness
values, as well as performing statistical calculations. Some of the
calculations are max, min, mean, total test, and standard deviation.
The display should allow storage of up to 1000 hardness values. A
computer port should be included to allow transfer of data for storage
and printing. Support equipment should include a universal clamp and
leveling device for mounting of awkward samples. The tester should
accommodate samples of up to 4''D x 3.5''H. Your offer must include
sufficient equipment specifications for the Government to be able to
determine if our needs are met. Items are to be delivered to USCG
Aircraft Repair & Supply Center, Receiving Section, Bldg. 63, Elizabeth
City, NC 27909-5001. Final Acceptance shall be at destination. Closing
date and time for receipt of offers is 18 Sept 1996, 3:00pm, Eastern
Standard Time.Facsimile Offers are acceptable and may be forwarded via
Fax Number (919)335-6496. FAR provision, 52.212-2 does not apply in
that award will be made to the offeror who submits the lowest price for
a system meeting all of our stated requirements. Offerors are
instructed to include a completed copy of FAR provision 52.212-3
