58 -- INDUSTRY CONFERENCE FOR INCORPORATION OF GPS INTO TAIWANESE TACTS POC Contact, Christie Savage, Phone (703)604-2119 The Naval Air Systems Command (NAVAIR) PMA-248 will host an Industry Conference on behalf of the Taiwan Air Force (TAF). The TAF has requested that PMA-248 provide preliminary Foreign Military Sales (FMS) price and availability information, for planning and programming purposes only, concerning the expansion of training range airspace coverage through the use of Global Positioning System (GPS) technology in conjunction with incorporation of a F-16 ACMI pilot training capability. The existing TAF Tactical Aircrew Combat training System/Air Combat Maneuvering Instrumentation (TACTS/ACMI) trainng range uses multilateration ground position techniques to calculate participant aircraft Time-Space-Position Information (TSPI). This technique requires multiple instrumented sites to be in line-of-sight with the aircraft at all times. Additionally, the accuracy of the aircraft calculated position is dependent on the relative position of the aircraft and the instumented sites. The size of the effective training range airspace is limited by commerical airline use and the number and placement of ground instrumented sites, of which a minimum of 3 are required at all times to track the participants. The objective of the airspace expansion is to maximize aircrew training and aircraft TSPI tracking in airspace east of the eastern range boundary recognized as the longitude intersecting Lutao and Lanyu Islands located off the southeast coast of Taiwan. Therefore, a GPS upgrade to existing range assets, including 27 P4A Airborne Instrumentation Subsystem (AIS) pods, acquisition of 22 additional pods, and incorporation of all current uplink/downlink messages is required. The necessity of additioanl ground support and test equipment to support the upgraded pods and any new pods is to be considered. The industry conference will be held on 16 September at PMA-248 in Arlington, Virginia. A general presentation will be provided for all attendees. Following said presentation, companies will be afforded a 30 minute private discussion period in which they can discuss their approach for the GPS system. The discussions should be limited to a GPS (C/A code) commercial variant with a differential capability. The following questions are provided as guidance for the discussions: what existing TACTS/ACMI equipment would require replacement or modification for the purpose of incorporating GPS technology in each of the four major subsystems of the current range? what new equipment would have to be added and where? what additional infrastructure would need to be provided to incorporate GPS and the expanded area into the existing range? quantify, in general terms, the range operational area expansion comparing the current range with one which is GPS capable, considering two scenerios: no increase in voice and datalink communication capability, and development of new or additional voice and datalink communication capability, quantify the benefits and limitations of GPS range in the expanded area, discuss the total estimated costs, schedule, and availablitiy of the GPS range expansion and F-16 ACMI training capability as a whole, and describe the GPS unit to be proposed in terms of number of channels, re-acquire rate, and the possibility of loss of signal in the high G-maneuvering of high dynamic dog fight scenerios.
