DAAD05) This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. DAAD05-96-R-0058 is issued
as a request for proposal. This solicitation document and incorporated
provisions and clauses are those in effect through Federal ACquisition
Circular 90-32. The U. S. Army Garrison, Aberdeen Proving Ground,
Directorate of Contracting, Aberdeen Proving Ground, MD 21005-5001 has
a requirement for the U.S. Army Chemical and Biological Defense
Command for portable chemical monitoring systems. The contractor shall
provide the following: (a) one each, series 3000 field minicams
including a GC module with a flame photometric detector, a single pump,
compressed-gas regulators, a controller (with connectors for serial and
parallel communications, and disk drive, cables, a manual for GB and VX
monitoring. Portable near-real-time monitor to simultaneously monitor
for the military chemical nerve agents G and VX below the 8-hr weighted
average (TWA). (b) one each, series 3000 field minicams, including a
halogen-selective detector (XSD), loop-sampling module, a
single-channel electrometer, a sample pump, compressed-gas regulators,
a separate controller (with connectors for serial and parallel
communications, and a disk drive) cables, a manual for PS, CG, and CK
monitoring. Portable near-real-time monitor to simultaneously monitor
for the industrial compounds phosgene, cyanogen chloride and
chloropicrin below the 8-hr TWA. (c) one each, series 3000 field
minicams including a GC module (XSD-101) with a halogen-selective
detector (XSD), solid-sorbent sampling, a single-channel electrometer,
a sample pump, compressed-gas regulators, a separate controller (with
connectors for serial and parallel communications, and a disk drive)
cables, a manual for HD and Lewisite monitoring. Portable
near-real-time monitor to simultaneously monitor for the military
chemical blister agents H and L below the 8-hr TWA. Note the following
requirement applies to item (a),(b) and (c) above: The monitor shall
weigh 20 lbs or less and have a volume of 1 cu. ft. or less. The
monitor shall be capable of being calibrated by injection of dilute
standard solutions. The monitor shall have interchangeable
Gas-Chromatograph modules. The monitor shall be capable of storing
monitoring data on a floppy disk and outputting data to a strip chart
recorder as well as to a remote computer. The monitor shall be capable
of drawing the sample through a heated sample line. The monitor shall
be compatible with the item (g) below. (d) ten each, Lewisite
monitoring option equipped with halogen-selective detector and solid
sorbent preconcentrator tube. Includes an aluminum probe and necessary
fittings, temperature and flow controller, 3 ft. probe and controller
harnesses, EDT regulator, and one package containing ten each per
package of Lewisite reactor tubes. Lewisite Derivatization Kits shall
be compatible with item (c) above. The kits shall include, as a
minimum, aprobe with necessary fittings, temperature and flow
controller, gas regulator, and Lewisite reactor tubes. (e) three each,
linear mass flowmeter, 2 SLPM, air. The flow meter shall be capable of
regulating the sample flow rate to the near-real-time monitor at flows
between 100 to 1000 ml/min. The flowmeter shall be compatible with
items (a),(b) and (c) above such that flowrates can be read from the
monitor and also stored by the monitor. The flowmeter shall send an
alarm signal to the monitor when flows are out of tolerance. (f) three
each, stream selection system, 12-port, automatic. The system shall
connect to the near-real-time monitor (items (a),(b) and (c) above) and
allow for the sequencial sampling at up to twelve locations. The stream
selection system shall be automatically controlled by the
near-real-time monitor (items (a),(b) and (c) above) to sequence
through the ports in any order selected by the operator. (g) one each,
mini-link data acquisition/remote control, and multi-point calibration
system including a notebook computer, software and cable. The data
acquisition and remote control system shall link to the near-real-time
monitors (items (a),(b) and (c) above) and allow for multi-point
calibration using up to eight compounds. The system shall be capable of
graphical display and storage of chromatograms received from the
monitor. The system shall be capable of storing and downloading
analytical methods. (h) three each, multi-agent software for items
(a),(b) and (c) above (allows monitoring for up to 8 compounds
simultaneously). The multi-agent software package shall allow the
monitors to record and alarm for up to eight compounds. FOB destination
Aberdeen Proving Ground, Maryland 21005. Delivery is 60 days ARO. The
provision at 52.212-1,Instructions to Offerors-Commercial, applies to
this acquisition. Award of this solicitation shall be made to the low
priced technically acceptable offeror. In order to be considered
acceptable, the offeror must meet the requirements stated above. An
offeror must quote on all items in this solicitation to be eligible for
award. The Government will award on an ''all or none'' basis.
Evaluation of offers will be based, among other factors, upon the total
price quoted for all items. A written notice of award or acceptance of
an offer, mailed or otherwise furnished to the successful offeror
within the time for acceptance specified in the offer, shall result in
a binding contract without further action by either party. Before the
offer's specified expiration time, the Government may accept an offer
(or part of an offer), whether or not there are negotiations after its
receipt, unless a written notice of withdrawal is received before
award, All offerors shall include a completed copy of the provision at
52.213-3, Offeror Representations and Certifications-Commercial Items,
with its offer. The clauses at 52.212-4, Contract Terms and
Conditions-Commercial Items; 52.232-28, Electronic Funds Transfer
Payment Methods; 52.233-2, Service of Protest; 52.233-4052, HQ,
AMC-Level Protest Program Procedures apply to this acquisition. The
