74 -- DIGITAL DICTATION SYSTEM AND INTERFACED TRANSCRIPTION SYSTEM SOL 674-58-96 DUE 092496 POC Garrett Briggs, Contract Specialist This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.Solicitation 674-58-96 is issued as a request for proposals (RFP). It incorporates provisions and clauses in effect throughFAC 40. Contractor shall furnish and make set-up of digital dictation system to provide dictation capabilities for physicians located in Central Texas Veterans Health Care System (CTVHCS) facilities in Temple, Waco, and Marlin, Texas; and transcription capability that fully interfaces with the dictation system. Requirements are as follows: 1) Dictation system must provide minimum of 36 ports for dictation/transcription with expansion capabiity to 48 ports and upgrade capability to 64 ports. 2) Dictation voice storage capacity shall be 100 hours of primary storage and 100 hours of redundant storage, and with expansion capability of additional 100 hours each of primary and redundant storage. 3) System shall provide remote dictation capability for two (2) ports with expansion to four (4) ports. 4) System must be capable of interface with Decentralized Hospital Computer Program (DHCP) for dictation. 5) System shall provide for download of demographic data from dictation to transcription. 6) Contractor shall furnish and set up transcription system that is fully interfaced with the dictation system. 7) Transcription system shall successfully utilize the following existing equipment, or shall provide their full functionality: 6 Lanier Voicewriter (VW) EX Treanscribe Stations; 6 Lanier VW EX Data Windows software (Microsoft databased capability); 6 Lanier VW Telephone Interfaces with modems and software; 6 Lanier VW Transcribe Kits (includes foot controls, headsets, power supply, software); 2 Printers networked to system and including software; 1 Lanier VW digital dictation/transcription software; and two (2) each of the above transcribe stations, Windows software, telephone interfaces, and transcribe kits for REMOTE USE. 8) Training: Contractor shall also provide off-site specialized training for VA supervisor (one person) at no additional cost tothe Government, and on-site training for up to 12 VA employees as system users. 9) Service Contractor shall have an establishedservice office within 100 miles of Waco VA facility capable of providing same-day, or not less than 24-hour on-site response service on all equipment comprising these dictation and transcription systems; and shall provide at least business hourstelephone trouble-shooting service. 10) Contractor sahll provide a minimum 90 days warranty on equipment and software furnished. Delivery shall be FOB Destination to Custoimer Service, CTVHCS, 4800 Memorial Drive, Waco, Texas 76711. Acceptance shall be madeby Customer Service officials. Delivery, set up, and training shall be completed within 45 calendar days of award. The following provisions and clauses apply to this acquisition. Offerors shall submit with their offers a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items. This solicitiation includes use of provision 52.212-2, Evaluation- Commercial Items. The following factors shall be used to evaluate offers: Technical capability to meet the Government requirement - 50% Price - 30% Service capability - 10% Past performance - 5% Training and warranty values.
