Navy is soliciting both purely industry and joint government-industry
concept proposals for Advanced Technology Demonstrations (ATDs) as
candidates for the FY99 Department of the Navy (DON) ATD program. The
goal of the ATD program is to demonstrate, in an operational context,
high-risk/high-payoff technologies that could significantly impact
future DON warfighting or warfighting support capabilities. Concept
proposals shall be submitted to the Office of Naval Research, Attn: Mr.
Frank M. Lev, ATD Program Officer (ONR 03C), 800 North Quincy Street,
Arlington, VA, 22217-5660. Strict confidentiality of proprietary
information is assured to the extent permitted by Federal law. Concept
proposals must arrive no later than 5:00 PM, 5 December 1996.
Submittals received after that date will not be evaluated. ONR will
also receive on or before 5 December 1996 purely government concept
proposals, which will be evaluated along with both the purely industry
and joint government-industry concept proposals. In the current
environment, with decreasing opportunities to transition the
application of technology base solutions to fleet warfighting
requirements, it is critical to select and fund the most promising
high-payoff ATDs. Each ATD should advance promising emerging
technologies that could most positively impact Naval operations.
Accordingly, concept proposals that address an important Naval
operational requirement and have a very strong potential for transition
will be favorably viewed in the selection process. This announcement
offers industry an opportunity to directly solicit government insight
relevant to these areas. Industry is strongly encouraged to contact the
ATD point of contact at the appropriate Naval Warfare Center, Naval
Research Laboratory, Naval Systems Command, Program Executive Officer,
or Direct Reporting Program Manager, as provided in the list below, in
order to facilitate the development of purely industry and joint
government-industry concept proposals. Joint government-industry
concept proposals must be submitted to ONR by the industry partner in
response to this BAA. ATD GUIDANCE: The ATD program fulfills an
important element of the DoN Science and Technology strategy by
offering opportunities to demonstrate and transition emerging
technologies into breakthrough capabilities for the fleet. Each year
guidance is prepared to help direct concept proposals toward pressing
operational requirements. Guidance for the preparation of FY99 ATD
concept proposals can be obtained by consulting the DoN Science and
Technology Requirements Guidance (STRG). This document can be viewed on
the Internet by contacting http://www.dtic.mil/dstp, this site is
password protected and requires registration. After validation as an
authorized user, you will receive a login username and a password via
the E-mail. Then proceed to

CRITERIA: The evaluation of ATD concept proposals will be based upon
the following criteria: (1) Responsiveness to DON warfighting and
warfighting support requirements, (2) Potential for OPNAV sponsor
support, (3) Potential for transition, (4) Potential payoff (e.g., step
improvement in performance, affordability, maintainability,
reliability, manpower utilization), (5) High technical merit and risk,
(6) Technical feasibility (includes maturity of technology), (7)
Completion in three years or less, and (8) Funding of less than $15M.
FORMAT: Concept proposals shall consist of a ONE-PAGE SYNOPSIS
containing: (1) Title, (2) OPNAV Sponsor, (3) DON Warfighting or
Warfighting Support Need Being Addressed, (4) ATD Goal, (5) Brief
Description, (6) Projected Payoff, (7) Transition Plan, (8) Funding
Required (FY99-01), and (9) Point of Contact, AND A FIVE-PAGE (OR LESS)
TECHNICAL PROPOSAL containing: (1) Title, (2) ATD Goal, (3) Expanded
Description, (4) Technology Base Status, (5) Technical Approach (Risk
Mitigation), (6) Planned Schedule/Milestones/ Deliverables, (7)
Transition Plan, (8) Funding Required (FY99-01), and (9) Integrated
Product Team (IPT) Management Structure listing: the ONR Program
Officer, the SYSCOM / PEO / DRPM Execution Manager, the OPNAV
Transition Sponsor, and the principal performers. Proposers MUST state
in their proposal that it is submitted in response to this BAA. All
proposals should also be accompanied by a completed certification
package which can be accessed on the ONR Home Page at
http://www.onr.navy.mil (see ''Grants/funding'' and then to ''How to
Submit a Proposal''). For grant proposals (normally submitted by
universities) the certification package is entitled ''Certification
document''. For contract proposals (normally submitted by commercial
and non-profit contractors) the certification package is entitled
''Representations and Certifications''. Six hard copies of each concept
proposal along with a copy stored in Microsoft Word 6.0 on a 3 ''
DOS-formatted floppy disk must be provided. Those offering concept
proposals that are highly rated may be requested to brief their concept
proposal to the Navy's Science and Technology Working Group (STWG) in
mid-March 1997. It is the Navy's intent to announce the list of
briefing submitters and their concept topics in the agenda to be
established for the STWG meeting. Each of the briefing companies,
universities, and federal laboratories will receive this list
approximately three weeks prior to the STWG meeting, all briefed
proposals will be competed against one another. No funds have yet been
appropriated for the FY99 DON ATD Program. This BAA provides no
funding for concept proposal development purposes. Unsuccessful
offerors of concept proposals will be acknowledged. Concept proposals
will not be returned after evaluation. This CBD notice itself
constitutes the BAA as contemplated by FAR 6.102(d)(2). Unless
otherwise stated herein, no additional written information is
available, nor will a formal RFP or other solicitation regarding this
announcement be issued. Requests for the same will be disregarded. The
Government reserves the right to select all, some, or none of the
proposals received in response to this announcement. No portion of this
BAA has been set aside for HBCU and MI participants, though their
participation is encouraged. For awards made as contracts, evaluation
of the socio-economic merits of the proposal shall include the extent
of commitment in providing meaningful subcontracting opportunities for
small business, small disadvantaged business, woman-owned small
business concerns, historically black colleges, universities and
