CBD Addendum/Amendent, Sources Sought/RFI published on 23 Aug 1996, Civil Reserve Airfleet Aeromedical Evacuation Shipsets Sustainment (CRAF AESS). Interest Sources shall submit a qualification package detailing how they intend to meet the following eight required capabilities: (1) Be licensed by the Federal Aviation Administration (FAA) as Designated Alteration Station.(2) Be licensed to conduct work on the B-767 aircraft.(3) Have expertise in working with large liquid oxygen systems.(4) Provide a runway capable of receiving B-767 aircraft at any time. (5) Provide space to park up to 3 B-767 aircraft and have two of those aircraft undergoing modification at the same time. (6) Have the capability to provide the facilities, equipment and personnel to transport and install shipsets at the rate of two every 12 hours beginning 48 hours after activation notice. (7) Obtain a station license modification which adds CRAF AESS sustainment and installation/deinstallation may require the contractor to provide a B-767 for an installation demonstration for the FAA. (8) Obtain parts manufacturing authority for the CRAF AESS components. Regarding capabilities #1 and #7 above, the qualification package submitted by interested sources should include an outline of the steps they would take to obtain the CRAF AESS Supplemental Type Certification (STC), to include the timeframe required to complete the steps. This FAA-issued STC, to include the sealed drawing package, is currently held by the incumbent contractor. E-Systems, Inc. The outline or plan must be able to show no lapse of FAA-approved contractor maintenance of the CRAF AESS between the incumbent and the new contractor, with the FAA-issued STC in place at the start of the contract performance, 1 Oct 97.
