Purchasing Agent Valerie Evans (817) 287-2329 (Site Code DAKF48) The
Directorate of Contracting, Fort Hood, Texas, Intends to issue a sole
source contract to GTE Operations, Irving, Texas, to provide a Video
Teleconferencing System, for the Army Education Services Program, Fort
Hood, Texas. This is a firm fixed price contract to be issued under
simplified acquisition procedures. This system will expand training and
education courses through the use of distance learning, specifically,
the Trans Texas Video Network (TTVN). TTVN is a Texas A&M University
System (TAMUS) delivery network using T-1 lines as the backbone for a
teleconferencing system, configured by GTE using VTEL video
conferencing systems. The connection for Fort Hood will encompass
Darnall Army Community Hospital (DACH) and the Ovetta Culp Hobby
University Center. The University Center will feed from a T-1 line
connecting DACH with TAMUS. Interfacing connectivity between DACH and
the University Center will be accomplished by the Directorate of
Information Management, Fort Hood, Texas. In order for both DACH and
the University Center to connect to TTVN/TAMUS for program delivery,
total compatibility with TTVN must occur, thus T-lines, and the TAMUS
dictated GTE configuration for delivery of instructional diagnostics is
essential. The installation of the distance learning system is
complicated by the use of an existing Army system which was not
designed by TAMUS and GTE for use on TTVN. To successfully reconfigure
the Army System to a TTVN compatible system, the contractor must be an
expert on the TTVN system designed by TAMUS and GTE. This office
expects contract performance to begin on 30 September 96. See Note
