MICHAEL G. LEE (601) 634-2490 (Site Code DACW39) The U.S. Army Engineer
Waterways Experiment Station (WES), Vicksburg, Mississippi, has a
requirement for operation of the Shock and Vibration Information
Analysis Center (SAVIAC). The Contractor shall operate SAVIAC and be
responsible for the collection, review, analysis, appraisal, summary,
and dissemination of pertinent and timely information and literature on
the processes, techniques, and associated technologies within the scope
of SAVIAC's competence and concern. The overall objective of SAVIAC is
sustained growth of a technical and analytic center which provides all
users with technical and scientific support services. Primary emphasis
is placed on achieving and maintaining an information base that will
enable SAVIAC to contribute to ongoing research and development efforts
in the fields of shock and vibration, and in applications to Defense
systems design, development, and production. SAVIAC will also be
organized to assist in the solution of shock and vibration problems in
maintenance and monitoring of in-service material. The SAVIAC
expertise and information base will be further utilized to answer
specific, large- scale and detailed questions, and perform support
services within the SAVIAC technologies applicable. Simple reference
services are provided free to users, but service charges are imposed on
products and time- consuming services to offset preparation costs.
These include data books, handbooks, announcement abstracts and
indexes, reports, special studies and tasks, conference proceedings,
technical journals, special analysis and evaluation reports,
bibliographies, technical inquiry answers, referrals, and newsletters.
The SAVIAC contract will consist of core tasks and auxiliary tasks.
Core tasks are those which represent minimum areas of effort the
Government feels is necessary to achieve SAVIAC's mission. These
include: (1) conduct technical symposia as required but no less
frequently than annually, (2) publish a bi-monthly journal, (3) respond
to user inquiries, (4) maintain the SAVIAC database, (5) maintain an
electronic bulletin board service or Internet server, (6) prepare and
maintain a users/programmers manual, (7) prepare and maintain an
analysts guide, (8) keep users apprised of the latest and most
significant developments within SAVIAC's scope, (9) coordinate
informational activities with other Federally supported Information
Analysis Centers (IACs) to avoid unnecessary duplication, (10) respond
in a timely manner to requests for bibliographic inquiries, (11)
employ an active promotional program, and (12) obtain feedback from
users on the quality and usefulness of offered programs and services.
Auxiliary tasks are those which support SAVIAC's mission but are
specific and limited in scope such that individual delivery orders are
separately negotiated and issued to perform such tasks. These include:
(1) publish technical monographs on topics of interest, (2) design,
prepare, and maintain handbooks and data books, (3) plan for the
preparation and issuance of state-of-the-art reports (SOARs), (4) plan
for critical reviews and technology assessments, and (5) prepare for
special studies and tasks. See Note 26. WES intends to award a one year
requirements type contract with options for four additional years.
