material, equipment, and supervision necessary for construction of the
new U.S. Courthouse and Internal Revenue Service (IRS) Federal Complex
to be located in downtown Beckley, West Virginia. The site for the New
Federal Building and U.S. Courthouse Complex located in the downtown
Central Business District (CBD) in Beckley, West Virginia. GSA
purchased the site from the City of Beckley which housed a city parking
lot holding 450 vehicles. The 1.05 hectare irregular L-shaped site
slopes approximately 10 meters from Heber and Main streets to the west
toward First Avenue. GSA is currently working with a small business
contractor who is preparing the site for construction. The parking lot
is being demolished, and the soil/rock excavated to the approximate
basement foundation grade. The contractor is is also providing
excavated fill to a city site, that may be used to backfill in the
prime project. The contractor will maintain the site and turn over site
maintenance and the security fence to the prime contractor at award.
Context: Beckley is a relatively small town of 20,000 people. The New
Federal Complex and U.S. Courthouse provides a greater focus of
activity for Beckley's downtown business district by upon the
closed-off portion of Heber Street adjacent to the Raleigh County
Courthouse, thereby expanding the existing 'Pedestrian Court House
Square' to define a new Square. The Classical composition of the
building's facades distinguishes the Square as a civic landmark,
complementing both the neighboring County Courthouse and the existing
U.S. Courthouse and Federal Building nearby. The New Federal
Courthouse's facade squarely faces Main and Heber Streets, proclaiming
the hierarchy and dignity of the building's civic purpose without
dwarfing the surrounding commercial, religious, and civic structures,
which date predominantly from the late 1800's and early 1900's and
range in scalefrom to two to six stories high. Siting: The 17,170 GSM
facility will consist of three principal volumes: The Courthouse, the
IRS building, and a connecting Civic Lobby. The three components of the
New Federal Complex are organized along a pedestrian arcade which, in
effect, extends Main Street into a new, garden like public plaza at the
center of the block. The building's site plan thus transforms the
residual space behind the existing buildings to the south of the
project site into a significant civic amenity: the New Federal
Courthouse Square. The design of the Square as well as the garden and
walkways that lead to it accommodate a 10-meter change in grade between
Heber Street to the East and First Avenue to the West; while the
pedestrian arcade extends across the site at the level of Heber Street.
Building Plan: The building footprint is an ''L'' shape consisting of
approximately 3,500 meters. The Courthouse comprises three floors above
the level of Heber Street (above grade) and two floors below grade. The
third floor houses the District Courtroom, Judges Chambers and clerical
offices. The second floor houses the Magistrate Courtroom, Judges
Chambers and clerical offices (a mechanical level is between the second
and third floor). The first (lobby) floor, located at the level of
Heber Street and the pedestrian arcade, house offices for U.S.
Probation and the U.S.D.C. Clerk. The US Marshals Service security
checkpoint for the facility is located in the main Civic Lobby at this
level. The ground level (below grade) houses the Federal Public
Defender, the U.S. Marshals Service, the Jury Assembly, the Grand Jury
spaces and 11 secure parking spaces. The lower basement level houses
mechanical spaces and connects to the IRS mechanical basement. The IRS
Building consists of four floors: the below grade mechanical basement,
and three office floors above the level of First Avenue (or one floor
above and below the level of the Heber Street pedestrian arcade). The
project work includes all work necessary for new construction and will
include work in the following areas: Caisson and slab on grade
foundation, Concrete, Structural Steel, Metal Decking, Fireproofing,
Masonry, Precast Concrete, Roofing, Panelling, Custom millwork, and
built-in furnishings, Drywall, Doors, Windows, Carpet, Paint,
Elevators, HVAC, Plumbing, Fire protection, and Electrical power and
distribution, Lighting, Security systems, and detention cell areas,
Soundproofing and accoustical considerations, Building Automation
System, Landscaping and other associated work. The project will have
Options ranging from adding landscaping to revising the roof structure.
This is a metric project; drawings and specifications are prepared
using metric units, all shop drawings will be required in metric as
well. Work is expected to take 22 months from Notice to Proceed. Offers
will be evaluated in accordance with Source Selection Procedures
outlined in the solicitation package based on the following two
technical evaluation factors: 1) Past Performance and 2) Key Personnel
Qualifications and Organizational Structure, as well as Price Related
Factors. A solicitation package of instructions for submitting
technical proposals based on the two aforementioned technical
evaluation factors will be available on or about September 20, 1996.
Technical offers will be due on October 23, 1996. Specifications and
drawings will be issued on or about November 20, 1996. Price Proposals
will be due December 20, 1996, 30 calendar days after issuance of
specifications and drawings. Offerors must submit a technical proposal
in order to be eligible to submit a price proposal. Offerors are
invited to attend a Pre-Proposal Conference scheduled for October 16,
1996, at the Regional Office Building in Philadelphia, Room 818 at
10:00 AM. The address of the Regional Office appears at the top of this
notice. The purpose of this conference is to discuss the Source
Selection Contracting Concept so that offerors can ascertain the
general conditions of the procurement that could materially affect
their technical submission. Please confirm, in writing, your attendance
at this conference no later than October 4, 1996, and list the total
number of people from your company who will attend. Please send

There is no charge for the part of the solicitation package being
issued on or about September 20, 1996, however, there will be a charge
for the specifications and drawings expected to be issued on or about
November 20, 1996. The amount of this charge and instructions for
remitting payment will be issued in an amendment to this Commerce
Business Daily notice. This procurement is being solicited through full
and open competition. A subcontracting plan will be required. This
synopsis constitutes the synopsis of the Pre-Invitation Notice. The
estimated cost range for this project, including all options, is
between $20 million and $30 million. The SIC code for this project is
