NASA Prime Contract No. NAS5-32985, The John Hopkins University (JHU),
Far Ultraviolet Spectroscopic Explorer (FUSE) program is issuing a
Request for Proposal on 13 September 1996, for the acquisition of an
autonomous S-Band ground station. This will be the (primary) ground
station for all on-orbit FUSE operations. The FUSE Mission will be
operated for at least three (3) years beginning in November 1998, using
traditional pass (contact) operations methodologies. Although the
Mission is normally implemented via pre-planned commands, the
operations system shall also provide the capability for interactive,
real time control of the spacecraft and instrument. The autonomous
ground station provides the 1) interface to the on-orbit satellite; 2)
uplink command information prepared by the Satellite Control Center
(SCC) at JHU, and; 3) receiving and forwarding SCC science and
engineering telemetry. The Ground Station must be capable of
transmitting data to and receiving data from the FUSE Satellite. The
basis for the RF communication shall be the Cumulative Committee for
Space Data Systems (CCSDS). The Ground Station will operate
autonomously, receiving satellite and station commands from the SCC and
passing satellite and station housekeeping telemetry back to the SCC.
The Ground Station Specification, Ground Station Statement of Work, and
other pertinent information, may be accessed on the Internet at

in accordance with Request for Proposal No. RFP-96-GSN-001 and are due
