(I) This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Any amendments to this
solicitation will be placed only in the CBD. (ii) Solicitation No.
34-91H2-96 is being issued as Request for Proposal. (iii) The
solicitation document applies and incorporates provisions and clauses
in effect through Federal Acquisition Circular 90-38. (iv) This
procurement is open to all responsible sources. The SIC Code is 3826
and the Size Standard is 500 employees. (v) The item solicited is a
Laboratory Spray Dryer developed for laboratory use, but can also be
used in a pilot plant situation. (vi) The item must be able to
evaporate approximately 3 liters of water per hour, have a temperature
range of 40 to 300 degrees centigrade, and produce particles with
diameters ranging from 40 to 100 micrometers. Also, the unit should
include a sample liquid feed pump. (vii) All items shall be delivered
FOB destination to the USDA, Agricultural Research Service, Western
Regional Research Center, 800 Buchanan Street, Albany, California,
94710, on or before 45 days from the date of contract award, Mon-Fri,
7:30 am to 3:00 pm. Inspection and acceptance shall be performed at
Western Regional Research Center, Albany, California. (viii) The
following FAR provisions apply to this solicitation; 52.212-1,
Instructions to Offerors. All offerors are to include with their offer
a completed copy of provision 52.212-3, Offeror Representations and
Certifications. (Copies of FAR 52.212-2 and 52.213-3 are available upon
request from the Contracting Officer.) (ix) The following FAR clause
applies to this acquisition: 52.212-4, Contract Terms and
Conditions-Commercial Items. (X) The following additional FAR clauses,
which are cited in clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders, are applicable to

offers will not be accepted. All offers are due by 2:P00 pm, local
