Information Only. There is no solicitation package available. Request
for Information regarding wind measuring and indicating systems (WMIS)
used for marine applications. The Naval Air Warfare Center Aircraft
Division is considering the possibility of procuring a
non-developmental item (NDI), or a commercial-off-the-shelf WMIS to
replace the current WMIS installed aboard US Navy ships. Information is
requested regarding: Wind Sensor- principle of operation; design;
reliability (MTBF); maintenance requirements; wind speed and direction
measurement accuracy; wind speed and direction measuring range;
measurement (signal) resolution; signal format (analog, digital-RS232,
etc.); wind speed and direction measurement update rate; wind sensor
response rate; enviromental compatibility (hot, cold, humidity, rain,
sleet, snow, salt spray, shock and vibration, electromagnetic
interference (EMI), etc.); sensor hardware mounting requirements; power
and service requirements; weight and dimensions; catalog price. WMIS
Processor (computer)- design, number of sensors that can be attached
thereto; number of displays that can be attached thereto; input and
output signa format capabilities (analog, digital, etc.); ability to
accept other data signals (e.g. ships log); ability to perform related
computations (head wind/cross wind); analog-to-digital and
digital-to-analog signal conversion capabilities; output signal
resolution and update rate capability; reliability (MTBF); Weight and
dimensions: maintenance requirements power and service requirements;
enviromental capability (shock, vibration, EMI, other); hardware
mounting requirements; local area network capability; catalog price.
DISPLAYS- principle of operation; design; display format (a good
picture of the display); wind speed and direction reading resolution;
acceptable input signal formats (analog, digital, etc.); color and
brightness ranges; internal signal processing capability; signal
dumping capabilities; reconfigurable (yes/no, description); night
vision device capability; off-center angular viewing capability;
reading update rate; reliability (MTBF); enviromental compatability
(shock, vibration, EMI, etc.); maintenance requirements; power and
service requirements; weight and dimensions; hardware mounting
requirements; catalog price. OTHER INFORMATION- Any other WMIS related
information, such as descriptions of other hardware or software system
components, or information regarding a vendor's experience in designing
WMIS's for Navy or maritime enviroments, is welcome. It should be noted
that the current WMIS used aboard US Naval vessels has a wind speed
accuracy of about plus or minus 1 knot and wind direction accuracy of
about plus or minus 2 degrees. This is achieved over a range from about
5 knots to about 60 knots. Since a performance specification has not
yet been prepared for a replacement NDI/COTS WMIS, suppliers with
systems that do not meet the above wind speed and direction accuracy
are, nevertheless, strongly encouraged for forward information about
their systems, in response to this RFI. It is requested that
information be submitted no later than 30 September 1996 to Ms. Barbara

reached at (908) 323-2067. Respondents are notified that a formal
solicitation may not necessarily result from the RFI. Any comments
provided may or may not be included in a formal solicitation. The
Government will not pay for any information received in response to
this RFI nor will the Government compensate any respondent for any
costs incurred in developing the information provided to the
Government. The Government will not release any information marked with
a Proprietary legend, received in response to this RFI, to any firms,
agencies, or individuals outside the Government without written
