Information only. There is no solicitation package available. Request
for Information regarding display technologies that are compatible
with US Navy shipboard enviroments. The Naval Air Warfare Center
Aircraft Division is considering the possibility of replacing the
current wind measuring and indicating system (WMIS) used aboard US Navy
ships, with a new non-development item (NDI) or
commercial-off-the-shelf (COTS) WMIS. A major consideration for any new
WMIS is the technology used to display the measurements recorded by the
system. This information can include wind speed, wind direction (true
and relative), head wind/cross wind components, and other pertinent
information. The displays are a major element of the human-machine
interface between the WMIS and the ships company. As such, the
ergonomic performance of the displays are considered as important as
the system hardware performance. All display technologies are being
considered including (but not limited to): conventional dial and needle
displays; CRT's, LED's, LCD's, flat panel technologies, etc. The
following information is requested regarding each display technology:
Principle of operation; design; display format (a good picture of the
display); reading resolution; color and brightness ranges; acceptable
input signal formats (analog, digital, etc.); internal signal
processing capability; signal damping capabilities; reconfigurable
(yes/no, description); night vision device compatibility; reading
update rate; reliability (MTBF); enviromental compatability (shock,
vibration, EMI, humidity, etc.); off-center angular viewing capability;
maintenance requirements; power and service requirements; weight and
dimensions; hardware mounting requirements; catalog price. It is
requested that information be submitted no later than 30 September 1996
to Ms. Barbara Petrzilka, Naval Air Warfare Center Aircraft Division
(Code 213000B129-2), Highway 547, Lakehurst, NJ 08733-5082, who may be
reached at (908) 323-2067. Respondents are notified that a formal
solicitation may not necessarily result from the RFI. Any comments
provided may or may not be included in a formal solicitation. The
Government will not pay for any information received in response to
this RFI nor will the Government compensate any respondent for any
costs incurred in developing the information provided to the
Government. The Government will not release any information marked with
a Proprietary legend, received in response to this RFI, to any firms,
agencies, or individuals outside the Government without written
