513-257-6390. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request for Quotations (RFQ) and this
includes all provisions and clauses in effect thru FAC 90-37. The
requirements for this RFQ is for a Computer Image Acquisition and
Analysis System (CIAAS) described as follows: The CIAAS is a network
based system centered around a file server currently in place and
functioning. Image Acquisition Stations (IAS) will use video capture
boards to digitize images from various sources (JEOL 6100 Scanning
Electron Microscope, Optical Microscopes, X-Ray, Macro Optical Cameras,
etc.). These images will then be stored on an existing file server for
later use by the engineers at their desk. The images will be printed
as a part of our evaluation reports using a high-end photographic
quality printer. In addition, a searchable database of all reports will
be stored on the server with text and fill color images. This RFQ has
the following line item minimum requirements: 0001, Qty 1, Computer
work stations for Image Acquisition Stations: Pentium 90MHZ, 256K
Cache, 16MB Ram, PCI Bus, 2MB PCI Video Card, 1 GB SCSI Hard drive,
Adaptec 2940 PCI PCI SCSI Adapter, 15'' .28mm 1280x1024 color monitor,
3.5'' floppy drive, 101 keyboard, MS mouse, Microsof Windows 95,
network compatible; 0002, Qty 1, Macro Optical Imaging Acquisition
Station: computer work station, 3-chip CCD Video Camera (F-mount,
composite, RGB and CY outputs, CCD iris control, adjustable shutter
speed), automatic and manual white balancing (7.5-90 MM Parfocal zoom
lens, image acquisition board, 24 bit color, 2 MB, RGB interface),
capable of full size live on-screen viewing at 30 fps, image
acquisition software, real-time contrast and brightness control,
sharpen filter, thumbprint image viewing and selection, network
compatible; 0003, Qty 1, Nikon Stereoscope Image Acquisition Station:
computer work station, image acquisition board (24 bit color, 2MB, RGB
interface), capable of live-on screen viewing at 30 fps, image
acquisition software, real-time contract and brightness control,
sharpen filter, thumbprint image viewing and selection; 0004, Qty 1,
Zeis Axiomat Metallograph Imaging System: computer work station, 3-chip
CCD Video Camera (c-mount, composite, RGB and CY outputs, CCD iris
control, adjustable shutter speed), automatic and manual white
balancing, image acquisition board (24-bit color, 2MB, RGB interface,
capable of live on-screen viewing at 30 fps), image acquisition
software, real-time contract and brightness control, sharpen filter,
thumbprint image viewing and selection, image pro plus image analysis
package; 0005, Qty 1, JEOL Scanning Electron Imaging System, computer
workstation, automatic control of image, contract and brightness, 12
bit image digitization, active beam control (16,381 scan), frame/pixel
averaging (dual gated integrated) dual ADC's ((Simultaneous Secondary
and backscatter collection), real time pan and zoom, 640 to 4096
pixel/image, JEOL SEM interface software interface, image acquisition
software (line scan mode, histogram display, micro-bar, annotation
(magnification, accelerating voltage)), black and white thermal video
printer (256-tone grayscale, 3-second printout speed, 1,360(h) x 640(V)
print resolution; 0006, Qty 1, photographic quality color dye
sublimation printer, minimum 32MB RAM ethernet ready PCP/IP protocol.
All bidders/offerors, please note the following: 1) No modifications to
the SEM are permitted. Integration must use existing interface ports.
Active control of the beam must be used. Passive image acquisition is
unacceptable. 2) All systems must allow network installation by
WL/DOISM, and must be able to save files directly to a network drive in
at least the following formats: BMP, TIFF, TGA, EPC, and WMF. 3) All
systems must allow for upgradeability of the following components:
video card, amount of main memory, CPU clock speed, higher resolution
camera. Image grabber board to utilize higher resolution camera if not
already capable. 4) Substitutions for Image Pro Plus analysis package
and/or brand names mentioned herein must have equal or better
functionality. Delivery required no later than 30 days after award, FOB
destination. The following clauses and provisions apply: 52.212-1,
52.212-3 shall be included with any offer, 52.212-4 and 52.212-5.

513-257-6390. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
