C -- INDEFINITE DELIVERY ARCHITECT-ENGINEER CONTRACT FOR GENERAL ENGINEERING SERVICES FOR PINE BLUFF ARSENAL SOL DACA03-96-R-0021 POC David Howell, 501-324-5045. 1. CONTRACT INFORMATION: A-E services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required for engineering services for Pine Bluff Arsenal, Arkansas. Two indefinite delivery contracts will be negotiated and awarded, with a base period of one year and an option for two additional one year periods. The contract option years may be exercised before the expiration of the base contract period (or preceding option period), if the contract amount for the base period (or preceding option period) has been exhausted or nearly exhausted. Individual fixed-price task orders (formerly referred to as delivery orders) will not exceed $150,000; the annual ceiling for the base year and the option year is $750,000 for each period. Indiviual task orders issued under the proposed contract may contain certain options. The minimum guaranteed amount for the base year is $15,000. The minimum guaranteed amounts for each option year is $7,500. Projects outside the primary area of responsibility may be added at the Government's discretion upon agreement of the selected firm. (In reference to EFARS 16.505 (b) When two or more indefinite-delivery contracts for A-E services contain duplicative scopes of work such that a particular task order might be insured under more than one of the contracts, the criteria used in allocating orders among the contracts include performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience, equitable distribution of work among the contractors, and other related factors. Price shall not be used as criteria.) This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the contract are: a minimum of 53% of the contractor's intended subcontract amount be placed with Small Businesses (SB), including Small Disadvantaged Businesses (SDB), of 9%, Woman-Owned Small Businesses (WOSB) of 5% and Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) of 5%. The plan is not required with this submittal. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. 2. PROJECT INFORMATION: The scope of work is primarily general process plant engineering. Various services include, but are not limited to, analyzing wastewater systems and determination of their ability to meet current and future requirements and recommend optional plans to correct any deficiencies in wastewater systems. Prepare engineering reports which present all pertinent data, field work performed, findings, analyses, cost estimates, recommendations and plans. Anticipated projects may include architectural, interior design and landscape architectural services for new and existing buildings such as administrative and recreational facilities, maintenance buildings and various support structures, roads, bridges, parking areas and trails. Firm may be required to perform environmental analysis of military and civil projects. Work may include site planning, analysis and visits, architectural landscape and architectural studies and surveys, conceptual, schematic, preliminary and final designs, design analysis, energy and life cycle value analysis, specifications, cost estimates and preparation of comprehensive interior design packages, design/shop drawing reviews; and other engineering during construction services (formerly known as Title I and Title II Services) as needed. Capability is also required to develop Geographical Information System (GIS) studies, automated mapping, facilities management and base comprehensive master planning in a computer-based environment. Designs, plans and specifications may be required in either inch-pound units or the International System of Units (SI). 3. SELECTION CRITERIA: See CBD Note 24 (Monday Edition) for a general description of the A-E selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria items a-e are primary. Criteria items f-h are secondary and will only be used as ''tie-breakers'' among technically equal firms. a. Professional qualifications: Qualified personnel in the following key disciplines: Civil, Chemical, Mechanical, Electrical, Instrumentation, Industrial, Safety, Environmental Engineers, Draftsmen, Engineering Technicians, CADD Specialists and Technical Writers. b. Specialized experience and technical competence: Responding firms must demonstrate prior experience in the following fields: hazardous/nonhazardous materials incineration/storage, plant engineering services, environmental services, and safety engineering or equivalent experience. The selected firms must be capable of providing the following: (1) Chemical, mechanical, electrical, instrumentation, and civil engineering designs for new process plant systems and renovations/enhancements of existing process plant systems; (2) Engineering drawings (i.e., Process Flow Diagrams, Piping and Instrumentation Diagrams, General Arrangements, Loop Diagrams, Process Logic Diagrams, and Fabrication Details; (3) Plant corrective and preventive maintenance procedures and instrument calibration procedures); (4) Detailed plant operational procedures (e.g., administrative plans and general equipment start up and shut down procedures, general plant operating procedures, and operating schematics); (5) Process Safety Analyses (i.e., Safety Site Plans, Hazards Identification, and Process Analyses IAW OSHA standard 1910.119) and on-site Surveys or assessments of new plant equipment fabrication/installation and existing plant equipment with applicable industry standards, codes, and regulations; (6) Air Pollution Permit and NPDES Applications; (7) All written data and drawings must be supplied in the form of bound hard copies and compatible magnetic media (ASCII, AutoCAD version 10, Intergraph, Lotus 1-2-3 release 3, WordPerfect 5.2/6.0 or approved equal); (8) AutoCADD and Intergraph compatible design files with the capacity to translate from one format to the other. The translated format should not require any manipulation by Corps personnel; (9) Cost estimates in MCACES with the following qualifications: (a) Cost Engineers that have completed formal training on MCACES Gold 5.30 or later software; (b) Cost Engineers familiar with preparation of detailed cost estimating procedures and construction schedules; Experience with both military and civil work breakdown formats for estimates; and (c) Capability of the estimates to be prepared under the guidance and signed by a certified or registered professional. c. Capacity: Capacity to perform tow $150,000 task orders in a 150-day period. The evaluation will consider experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. d. Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. e. Specific Knowledge of Locality. f. The physical location in relation to the Pine Bluff Arsenal. g. Extent of participation of SB, SDB, and HBCU/MIs in the proposed contract team, measured as a percentage of the total estimated effort. h. Volume of DOD contract awards in the last 12 months as described in Note 24. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition), and one copy of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include the firm's ACASS number in SF 255, Block 3b. For ACASS information, call 503-326-3459. Indicate in Block 4 of the SF 254 if your firm is a Large, Small, Small Disadvantaged or Woman-Owned Business. To be classified as a Small business, a firm's annual receipts or sales for the preceding three fiscal years must not exceed $2.5 million. The SF 255 must contain information in sufficient detail to identify the team (prime and consultant) proposed for the contract. In Block 4 of the SF 255 insert the number of personnel proposed for the contract (not necessarily total capacity); consultants as (A) and in-house as (B). In SF 255, Block 10, describe owned or leased equipment that will be used to perform this contract, as well as CADD capabilities. Block 10 should also include a Design Quality Control Plan Outline. It should include a brief presentation of internal controls and procedures that you use to insure that a quality design is produced. Personal visits for the pupose of discussing the contract are discouraged. This is not an RFP. (0247)
