Officer, 703-610-2830. REQUEST FOR INFORMATION FOR THE INSTALLATION AND
REMOVAL OF INSIDE AND OUTSIDE TELECOMMUNICATIONS CABLE FACILITIES. The
General Services Administration (GSA) Federal Telecommunications
Service (FTS) is seeking industry comments for the contemplated
nationwide Wire and Cable Services (WAC) project. FTS intends to
develop a Request for Proposal for the design, installation, removal,
repair, maintenance, support and management of inside and limited
outside telecommunications cable plant and equipment. It is the intent
of GSA that WAC will be provided nationwide to include Puerto Rico,
the U.S. Virgin Islands and Guam. The resultant contracts are
anticipated to be indefinite quantity, indefinite delivery with fixed
price line items or level of effort with fixed priced rates. It is
anticipated that agencies will issue delivery orders directly with the
WAC contractor(s). The contractor(s) will design, engineer, furnish
and install, remove and maintain inside and outside plant cable and
wire systems, and voice and data cable systems, as specified by the
ordering agency at a variety of Government facilities. Government
facilities include office buildings, leased commercial office space,
Government Campus Environments, civilian Government Installations and
Department of Defense component facilities. As required by the ordering
activity, the wire and cable systems may consist of: Copper Cable;
shielded and unshielded, twisted and flat; fiber optic cable
(multimode/single mode); coaxial cable, manhole and duct systems;
multi-function premise distribution systems; aerial facilities; cable
management systems, hardware and software to support fiber optic
networks and buried plant systems. The contractor(s) may be responsible
for the installation of fiber optic cable between breakout panels,
distribution centers, end equipment, installation maintenance, cabling,
software testing and installation data entry as required. The
contractor(s) may furnish and install equipment to repeat, regenerate
and multiplex/demultiplex signals between distribution nodes and fiber
optic distribution centers and equipment. In addition, the
contractor(s) may provide comprehensive Local Area Network (LAN)
installation and maintenance support for agency requirements. General
purpose work stations are excluded from the scope, however, special
purpose LAN support work stations (such as servers, management
stations, etc.) may be included. Installation shall consist of pulling,
testing, tagging, terminating, and making all connections necessary up
to the connecting point as identified in individual delivery orders.
All wiring installed will conform with Electronic Industry Association
(EIA)/Telecommunications Industry Association (TIA) and Federal
Information Processing (FIP) standards, local and national safety
standards related to telecommunications cable facilities and Article
800 of the National Electrical Code. Special attention shall be given
to the ability of offerors to provide and comply with fire and asbestos
abatement standards and regulations. In light of the foregoing
considerations, please return general comments regarding task
feasibility and indications as to the ability of industry to
effectively respond. Also indicate concerns regarding the proposed task
