R -- TECHNICAL SUPPORT FOR THE OFFICE OF FEDERAL ACTIVITIES SOL W601692-A2 POC Contact Point, Robert Singman, (202)260-5759 The U.S. Environmental Protection Agency, Office of Federal Activities (OFA) within the Office of Enforcement and Compliance Assurance, is soliciting contractor technical support for OFA's mandated programs under the National Environmental Policy Act, other cross-cutting statutes (e.g., Endangered Species Act, National Historic Preservation Act) and Executive Orders (e.g., environmental justice, wetlands, floodplains), and Section 309 of the Clean Air Act. Technical support under the proposed fixed rate indefinite delivery/indefinite quality contract may include: preparation of environmental impact statements (EISs), environmental assessments, and other special environmental studies; evaluation of project issues under the Section 309 review program; assistance with environmental impact assessment and enforcement training in foreign countries; assistance with development of technical guidance and informational materials; and revision of OFA's EIS filing and tracking systems. This procurement will be openly competed. The Agency will evaluate proposals and select a contractor based on consideration of the offerors' ability to: assess environmental impacts; evaluate alternatives; develop measures to avoid or mitigate adverse impacts to natural and cultural resources, and socio-economic systems; and experience and understanding of environmental review procedures including the National Environmental Policy Act and related regulations, policies and guidance. The period of performance will be a 12-month base period, beginning on or about 1 Oct 97, with four 12-month options. It is anticipated that the type of contract will be a Fixed Rate Indefinite Delivery Indefinite Quantity. The estimated direct labor is 32,000 hours per period. The Government anticipates awarding multiple contracts from this solicitation. Copies of the Request for Proposal (RFP) should be available to prospective offerors on or about October 1, 1996.
