York 11024-1699 Z -- REPLACEMENT OF TWO CENTRAL CHILLED WATER PLANTS SOL

516-773-5584/Contracting Officer. This project includes furnishing all
material, labor, equipment and supervision for the replacement of the
central chilled water plants in two educational buildings located on
the campus of US Merchant Marine Academy. Work shall encompass the
removal of existing air conditioning units, including chillers, pumps,
cooling towers and associated piping and controls. The existing
chilled water plant serving Gibbs/Fulton Hall consists of two 150 ton
units with R-11 refrigerant located within a below grade mechanical
equipment room; the associated double cell cooling tower is located on
the roof of the building. The two new chillers shall be electric water
cooled centrifugal or rotary screw, utilizing R-22 or R-134a
refrigerant. Chiller cooling capacities shall be approximately 180
tons, with a minimum full load efficiency of .66 KW/ton at the
specified operating conditions. The chilled water plant serving
Bowditch Hall consists of one 200 ton electric water cooled centrifugal
chiller with R-11 refrigerant. This plant is also located in a below
grade mechanical equipment room within the building and the associated
cooling tower is on grade adjacent to the mechanical equipment room.
The new chiller shall be electric water cooled centrifugal or rotary
screw, utilizing R-22 or R-134a refrigerant. Chiller cooling capacities
shall be approximately 190 tons with a minimum full load efficiency of
.66 KW/ton at the specified operating conditions. Due to physical
constraints of the buildings, the chillers shall be brought into the
mechanical equipment rooms in components. The field assembly of the
chillers shall be supervised and certified by a factory authorized
technician. The new chilled water systems shall be operational by the
start of the cooling season. Temporary cooling shall be provided by the
contractor at no additional cost to the Government if the mandatory
construction schedule is not satisfied. THERE IS A $200.00 FEE
(NON-REFUNDABLE) FOR PLANS AND SPECIFICATIONS. YOUR COMPANY CHECK OR
MONEY ORDER SHOULD BE MADE PAYABLE TO ``US DEPARTMENT OF TRANSPORTATION
- MARITIME ADMINISTRATION''. PERSONAL CHECKS ARE NOT ACCEPTABLE. Plans
and specifications will be available until the supply is exhausted.
The tentative date for the site inspection is 8 October 1996. The
estimated range is between $500,000 and $1,000,000. All requests for
the solicitation must be made in writing. No telephone requests shall
be accepted. The applicable standard industrial classification is 1711.
All responsible sources may submit an offer which will be considered.

Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up $1.0
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
