Monk, Contracting Officer, (410) 636-4373 34 - This is a combined synopsis/request for solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is DTCG40-96-B-30045. This synopsis/solicitation constitutes an invitation for bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-41. In accordance with FAR Subpart 19.5 this action is reserved exclusively for small business concerns. Therefore, FAR clause 52.219-6 is applicable to this acquisition. Applicable Standard Industrial Classification Code (SIC) is 3547, size 500 employees. This requirement is being solicited on a brand name or equal basis. The acquisition is: (Item No. 0001) 1 EA 150 Ton Traveling Gantry, Narrow Frame, Precision Shaft Straightening Press, manufactured by Savage Industries, Inc., Model #TFS 150-24X240-24D. Salient characteristics of the shaft straightener: 1) Capacity to be adjustable to 150 tons (min) at the operator's station. 2) Table length to be 240'' (min) and 276'' (max). 3) There shall be a gantry parking position at one end of the bed. 4) A heavy duty NFPA (National Fluid Power Association) interchangeable hydraulic cylinder shall be provided. 5) Lift rotation stand assembly shall consist of: a)two (2) anvilblocks with removable hardened inserts for straightening workpiece b) brass plate inserts for ram nose and anvil blocks c) two (2) lift/rotate stands for the straightening of round bars, pipe, and tube. 6) Two heavy duty spring loaded rollers on each stand shall be provided to permit manual rotation of workpiece. 7) Electrical components shall be installed in accordance with NEMA (National Electrical Manufacturers Association) standards. 8) Machine controls must be wired to accept 480 volt, 3ph, 60 cycle incoming power. 9) A pendent type operators control pushbutton station is required to travel with the moving gantry. 10) Push buttons shall control movement of the gantry frame travel. 11) All warning lights (including ''filter dirty'' warning light), selectors and push buttons shall be mounted in a NEMA enclosure. 12) Digital tonnage display and transducer must be included. 13) The hydraulic reservoir shall be equipped with a single bolt cleanout cover and an oil level and temperature gauge. 14) Hydraulic pressure shall not exceed 3000 PSI at maximum tonnage. Hydraulic components must meet ISO (International Organization of Standards) standards. 15) A ram position controller shall provided to stop the descending ram within +/-.001'' of setpoint while pressing. Repeatability shall be +/-.001''. 16) All fabricated weldments shall be prepared, welded and thermally stress relieved in accordance with the AWS, (American Welding Society) D.1.1 standards. 17) The frame shall be cleaned and painted with the original equipment manufacturer (OEM) standard color machinery enamal. 18) Safety guards shall be painted safety yellow. 19) The hydraulic circuit shall include a safety valve to prevent platen drop in the event of a line or power failure. The ram must be powered down. Delivery of Item 0001 shall be 180 calendar days after contract award. The OEM's best standard commercial warranty is requested and shall be identified in the bidders bid. (Item 0002), 1 EA foundation anchoring and installation plans. Delivery 60 calendar days after award. (Item 0003), 1 EA operators training consisting of one 8-hour day for four employees to be provided at the site of Item 0001 (USCG YARD). Training shall take place at a time mutually agreed to by the Government and contractor, but not later than 15 calendar days after receipt of Item 0001. (Item 0003), 2 EA installation, operators, service manuals with component breakdowns and lubrication, instruction, controls layout and a parts list to facilitate operation and service. Delivery with Item 0001. (Item 0004), 2 EA dial indicators, magnetic base, .001'' graduation with extension arms. Delivery with Item 0001. Award will be made on an ''all or none'' basis. Items are to be delivered to USCG Engineering Logistics Center, Warehouse, BLDG. 85, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. FAR provision 52.212-2 does not apply in that award will be made to the bidder who submits the lowest price. Bidders are instructed to include a completed copy of FAR provision 52.212-3, ''Offerors Representatives and Certifications--Commercial Items'' with their bid. The following FAR provisons and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1, Instructions to Offerors--Commercial Items (Oct 1995). The following addenda is added to 52.212-1: (1) Paragraph (b)--Bidders who choose to submit their bid on an SF 1449 may contact Melissa Prestipino for a copy of the SF 1449. (2) Paragraph (b)(4) - In addition to the wording in the cited paragraph, if the bidder proposes to furnish an ''equal'' product, the brand name, if any, of the product to be furnished shall be clearly identified in the bid. The evaluation of offers and the determination as to equality of the product shall be the responsibility of the Government and will be based solely on information furnished by the bidder or identified in it's bid. The bidder is responsible for providing all information and/or descriptive material, (such as cuts, illustrations, drawings, or other information) necessary for the contracting officer to determine whether the product offered meets the salient characteristics requirement of the solicitation. If the bidder must modify a product so as to make it conform to the requirements of the solicitation, it shall include in it's bid a clear decription of such proposed modifications, and clearly mark any descriptive material to show the proposed modification.
