Bureau of Investigation (FBI) intends to negotiate with the Digital
Audio Company (DAC) on a sole source basis for the design and
fabrication of a Sequential Unknown Reference Finder (SURF) to
interface with the FBI's existing audio equipment. On the basis of
two-channel adaptive noise canceling algorithm, the Reference Signal is
used to extract desired voice speeches masked by the Reference Signal
(here noise). SURF is to find the source of masking noise when the
source changes. SURF and the FBI's audio equipment are to be integrated
to operate on a real-time mode for masking noise cancellations to
extract the desired voice speech. The SURF operates as a tracking
device for changing interference sources, while the audio equipment is
a DAC multichannel adaptive noise canceling processor. All interested
vendors should submit their proposals to the address listed above by
no later than 4:00pm local time on 9/20/96. Additionally, offerors
shall provide with their proposals a complete description of their
qualifications which demonstrate to the FBI's satisfaction that the
offeror possess the capabilities to meet the FBI's needs. See Numbered
