Systems Command is currently definitizing its requirements for Joint
Warning and Reporting Network (JWARN) software and is therefore
interested in receiving information from companies which might have a
system meeting the JWARN criteria shown below. The subject software
shall be capable of running on currently fielded 386, 486, and higher
CPU computers, be open architecture, be Commercial Off the Shelf or
Non-Developmental in nature, be immediately available with proof of
completed validation and verification, and be capable of future two-way
interface with the current and planned C4I hardware and software,
Global Command and Control System (GCCS) and the Common Operating
Environment (COE). It should further be capable of producing and
automatically reporting standard Nuclear, Biological, and Chemical
(NBC) reports, be capable of producing overlays, and be capable of
hazard prediction in accordance with the current version of North
Atlantic Treaty Organization (NATO) Allied Tactical Publication - 45.
Its NBC message format must conform to the United States Message Format
and NATO Message Text Formatting Systems. The software must allow
operator input or automated data input, be capable of storing,
modifying, retrieving and displaying data on weather, terrain, unit
locations, and sources of attacks, and be capable of automatically
providing hazard estimated times of arrival to unit locations, and
manually providing ETA to user-specified locations. Future capabilities
envisioned for the JWARN software include: capability to display and
print overlays of the effects from NBC attacks, capability to provide
database information, operational unit updates, and optimizing software
to permit creation of NBC risk assessments and NBC situation reports,
capability to display input transmission addresses, detectors or
sensors attached, and allow manual editing/input of information and map
overlays, capability to obtain and display unit NBC information such as
Mission Oriented Protective Posture status, Radiation Exposure Status
and chemical equipment status, and operational status and expected
changes for supporting chemical units, and other capabilities. Parties
who believe they have a software package currently available, or that
will soon be available, which meets the Marine Corps needs are
requested to provide a description of their packages to the address
