601-688-5784. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Federal Acquisition
Regulation Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, proposals are being requested and a written solicitation
will not be issued. This is a request for proposal (RFP), and the
solicitation number is N00014-96-R-SE04. The Naval Research Laboratory
has a requirement for software used to develop the Defense Mapping
Agency's (DMA) digital mapping database using Object-Oriented Vector
Product Format (OVPF) prototype as a baseline. NRL plans to provide an
integrated database that will include not only vector data but raster
data. For the software requirement, only the raster data (Raster
Product Format) and the text data (Text Product Standard) from DMA will
be used as input. The Objective is to provide an integrated framework
with a rule based expert system (Nexpert) to provide an integrated
framework and conflation using an object-oriented technology,
specifically using Smalltalk programming language. The Contractor shall
provide the following brand name OR EQUAL software applications and
salient characteristics: 1) VISUALWORKS 2.5 as developed by ParcPlace
Digitalk, Inc. with Visualworks Single user support, 4 each, one of
which shall include VISUALWORKS 2.5 UPGRADE. The software application
will be used as a development tool in Smalltalk, which allows an
application to be developed and deployed. The application shall provide
both graphic user interface (GUI) development along with the actual
application development. 2) ADVANCED TOOLS 2.5 SOLARIS, as developed by
ParcPlace Digitalk, Inc., 4 each, one of which shall include ADVANCED
TOOLS 2.5 UPGRADE. The software application shall provide a library of
classes for advanced programming in Smalltalk using VisualWorks
application. 3) DLL/C CONNECT 2.5 SOLARIS, as developed by ParcPlace
Digitalk, Inc., 4 each, one of which shall include an upgrade. The
software application shall provide C interface between Smalltalk
application in VisualWorks to other C applications. The software shall
be capable of interface for communication between Nexpert system and
Smalltalk applications. 4) ENVY SERVER 3.0.1 as developed by Object
Technology, Inc., 4 each. The software application shall be capable of
providing configuration management control on Smalltalk class
libraries. The software shall be capable of configuration management to
insure all changes are incorporated smoothly during multi-programmer
access. The software shall have a repository where all editions to a
class are maintained. 5) ENVY CLIENT 3.0.1 as developed by Object
Technology, Inc., 4 each. The software application shall be capable of
providing configuration management control on Smalltalk class
libraries. The software shall be capable of configuration management to
insure all changes are incorporated smoothly during multi-programmer
access. The software shall have a repository where all editions to a
class are maintained. 6) ENVY/DEVELOPER SUPPORT, 1 year. 7) VISUALWORKS
SINGLE USER SUPPORT, 1 year. All software applications delivered under
this contract shall have fully functional and operational capability
with SunSolaris 2.4, Macintosh, SGI Irix and Windows 95 hardware
platforms. The software shall have fully functional and operational
capability with VisualWorks 2.0, ENVY 1.4.3 and Nexpert system
software. The required delivery is 10 days after contract award. The
articles to be furnished hereunder shall be delivered ''all
transportation charges paid by the Contractor''. The Government shall
accept at FOB destination, NRL Stennis Space Center, MS 39529. The
incorporated Federal Acquisition Regulation (FAR) and Defense Federal
Acquisition Supplement (DFARS) provisions and clauses of this
acquisition are those in effect through Federal Acquisition Circular
90-37 and for Defense Acquisition Circular 91-10. The Far and DFARS
provisions and clauses are hereby incorporated by reference. Offerors
are advised to propose in accordance with the provision at FAR
52.212-1, Instructions to Offerors--Commercial Items. Offerors are
advised to include with their offer a completed copy of the following
provisions: FAR 52.212-3, Offeror Representations and
Certifications--Commercial Items, DFARS 252.212-7000, Offeror
Representations and Certifications--Commercial Items and DFARS
252.225-7000, Buy American Act--Balance of Payments Program
Certificate. Offerors will be valuated in accordance with FAR 52.212-2,
Evaluation--Commercial Items. The specific evaluation criteria under
paragraph (a) of FAR 52.212-2 is: (1) technical capability of the item
offered to meet the Governments minimum needs, (2) Past Performance
and (3) Price. Technical and past performance, when combined are of
greater importance compared to price. The following FAR clauses apply
to this acquisition: FAR 52.215-43, Audit--Commercial Items, FAR
52.212-4, Contract Terms and Conditions--Commercial Items and FAR
52.212-5 Contract Terms and conditions Required to Implement Statues or
Executive Orders-- Commercial Items. The additional clauses cited under
FAR 52.212-5 that are applicable to this acquisition are: FAR 52.203-6,
FAR 52.203-10, FAR 52.219-8, FAR 52.222-26, FAR 52.222-35, FAR 52.222-
36, FAR 52.222-37, FAR 52.225-18 and FAR 52.247-64. The clause at
DFARS 252.212-7001, Contract Terms and Conditions Required to Implement
Statues Applicable to Defense Acquisitions of Commercial Items, applies
to this acquisition. The additional clauses cited under DFARS
252.212-7001 that are applicable to this acquisition are: DFARS
252.225-7001 and DFARS 252.233-7000. Any Contract awarded as a result
of this solicitation will be rated DO order certified for national
defense use under the Defense Priorities and Allocations System
(DPAS)(15 CFR 700), and the Contractor will be required to follow all
of the requirements of this regulation. Offers must be delivered to
Procuring Contracting Officer Code 3250:EJS, Naval Research Laboratory,
Department of the Navy, Stennis Space Center, MS 39529-5004 and
received no later than 4:00 p.m. C.S.T. September 20, 1996. The package
