Subject to final approval, the Bureau of the Public Debt intends to acquire, on a sole-source basis through Information Handling Services, the subscription, Personnet (PNET). Services offered shall possess the following salient characteristics: On-line, unlimited access, comprehensive research service that provides easy access to daily updated information on Federal Personnel regulations, directives, policies, and maintains all historical FPM Regulations, including ''Sunset'' regulations. Services shall be for the period of October 1, 1996 through September 30, 1997. All affirmative responses must be in writing, must be accompanied by sufficient documentation to clearly show compliance to all the above requirements, and must be received within 15 calendar days of this notice. No solicitation document is available. If no affirmative written response is received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through the proposed contractor, a sole-source award will be made.
